TOPIC: ARGUMENT25 - The following appeared in a memo from the mayor of the town of Hopewell.
"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

The mayor suggests a solution to improve Hopewell's economy and tax revenues, however, he fails to recognize more possibilities that might happen to the town Ocean View, and the suggestion lacks enough evidence to support.
Firstly, the municipal golf course and resort hotel were just built two years ago, the relationship between the open and the benefits of those are left to be improved. Is it that magic that the municipal golf course and resort hotel can successfully enable the development of tourism and economy of the Ocean view to be that brilliant. If the Ocean View would be supported only be the construction of the municipal golf course and resort hotel, I would doubt the possibility that any chance of the Ocean View will success. The mayor should provide more statists that can support the assumption. Not until that we can trust the effectiveness of the municipal golf course and resort hotel .And what's more, we should know that more attractive sites a city owns the better the tourism it shall gain. And only two sites are probably not enough.
Secondly, tourism in the Ocean View might increased because of the increase of the whole area or country. If that is the case, there is no doubt that the tourism in Ocean View would increased. Moreover, the increasing rate of the tourism of Ocean View should be examined too. If there is only a relatively low rate, it should contrarily show the deficiency of the tourism of Ocean View. We should look into the investigation of the tourism in the area or country to find out the truth. And another way to determine the fact is the survey of the customs of the town, which would do a great help.
Thirdly, new businesses are not necessarily a evidence of development of the town. Maybe the tradition industry and businesses in the town have declined and the town was forced to build up new business. And whether new businesses are suitable for Hopewell is still unknown.
Fourthly, the amount of the raise of tax revenues is relative too high for a normal town. And we should know that the higher speed of the tax development than the speed of that of the economy of the town could sometimes mean the dangerous of the future development.
Moreover, if it is the case that OV has developed due to the construction of the two sites. We cannot say that would be the same to Hopewell too. There are so many differences between two towns.
