In addtion, university students should have the ability of self-study. If they like foreign cultures or foreign cultures are meaningful for them, they also can study by themselves. There is no need for an university to set such a requirement.
All in all, the generalization for foreign cultures is unnecessary. But universities can set courses about foreign cultures optional for those students who want to learn.
