ÌâÄ¿£ºARGUMENT237 - Thefollowing appeared as part of an article in a local Beauville newspaper.

"According to a government report,last year the city of Dillton reduced its corporate tax rate by 15 percent; atthe same time, it began offering relocation grants and favorable rates on cityutilities to any company that would relocate to Dillton. Within 18 months, twomanufacturing companies moved to Dillton, where they employ a total of 300people. Therefore, the fastest way for Beauville to stimulate economicdevelopment and hence reduce unemployment is to provide tax incentives andother financial inducements that encourage private companies to relocatehere."

The argument concludes that the fastest wayto revitalize the economy and decline the unemployment rate is to provide taxincentives and other financial inducement to attract private companies inBeauville. In order to support his assertion, the author cites an example ofDilton where two manufacturing companies moved in and 300 people were employedafter the corporate tax rate declined and some favorable measures were supplied18 months ago. At first glance the argument seems reasonable, yet closescrutiny reveals some flaws which render it unconvincing.

To begin with, the author observes acorrelation between declined corporate tax and some benefitial measures and thebetter employment in Dilton, and then concludes the former leads to the latter.The only reason to this causal relationship is that the former occurred earlierthan the latter. Yet this might not be the case and some other factors areresponsible for the 300 people's employment. Two manufacturing companies havesigned a contract about the movement to Dilton 3 years ago, which areirrespective of the measures. 300 people's employment is the result ofprosperous economy, which has nothing with the tax reduction.

In the second place, the author overlooksthe disparities between Dilton and Beauville which might help to bring about adifferent result in Beauville. For example the company tax rate in Beauville isso low that the government obtains very little money for the economicconstruction. For that matter, to reduce the tax of Beauville does notstimulate the economy but to deteriorate the economy of Beauville. Withoutaccountig for this possibility, the author cannot justifiably draw theconclusion that what result in Dilton would have the same result in Beauville.

Last but not least, without weighing othermeasures it is unconvincing to assert that to offer tax incentives and otherfinancial inducement is the fastest way for the Beauville. Perhaps the reasonto unemployment of many people is because of their lack of skills and lowerquality, which can improve through the technology training or some other kindsof expertise courses. Or perhaps, the slow development of economy is because ofpoor transportation which hinders the economic products from sales. Under thiscondition, to improve the road construction is the most fast and beneficalmethod to solve that problem

In all, the argument is unpersuasive as itstands. To strengthen the argument the author should provide clear evidence toprove that it is the decreased tax that results in the low companies movementand the employment of 300 persons. The author should also account for thedifferences between Dilton and Beauville that should be the same except the taxrates and some economic inducements. We also need to know that the comparisonof different solutions to spur the economy of Beauville.
