“Many problems of modern society cannot be solved by laws and the legal system because moral behavior cannot be legislated.”

提出论点：道德标准和法律，虽然有着形式的差别，但作为一种约束，他们有很多地方是可以相互融合的。道德问题，虽然存在一部分不能，或者暂时不能被法律解决，但是还是有很多可以考法律来规范和约束的。
Although moral standard, as we know, formally differentiate with laws, both of them are actually quite accordant on restricting behaviors of individuals and groups so that it may be not correct to say that all moral behaviors can not to be legislated as the statement asserts. It is true that there are indeed many moral problems which can not, for the moment or possibly even in the future, be solved by laws and legal systems. However, we can not blind to acknowledge that a majority part will be.

First, in my view, behaviors which violate the moral standard recognized by publics can be generally classified in two parts. One is that the action such as murdering, robbing, stealing, etc., which makes injuries to others and even will threaten victim’s life, violated the moral standard which has been acknowledged by majority part of public. To prevent people from doing so and be hurting by these behaviors, government has made various laws which have the sovereign power on restriction and sanction. Like before, whether this kind of behaviors appears now or in future, there is no doubt to depend on legislation to solve them, which will obtain the same goals with modal standard. For example, when Internet World Wide Wed as a communicational tool and mass media was invented by Tim Berners-Lee, people are not so familiar with it, let alone some laws about it. As it used by more and more people to now such popularity, public became find the fact that more deceptive or even grisly things happened on the Internet frequently and the environment of it turned poor. According to this situation, each government of the world began to legislate and attempt to take some measures. At present, the laws and legal systems about Internet in many governments, involved America, Japan, have already completed basically, which lead to the well development of Internet World Wide Wed in these countries. Although there is still the large number of problems on Internet in the world on account of many factors, we can believe that most of them will eventually be solved by legislation, so do other problems like this.

The other behaviors are which full of disputation in morality, due to the diversity of cultures from different races, histories, or values. Like abortion, different people may treat this in different aspect. Some American may strongly against it because they believe that the fetus is still a living, while some Asian will be indifferent. The same to cloning, on which some experts are making experiments all the time in order to clone human being but more experts set themselves against. When we face such problems, we find that we are unable to assert which statement is correct on earth. It is the diversities that complicate the things so that there is not any uniform moral standard to judge. As a result, if we can not make the incontrovertible morality, it is hard to enact laws at all. Only way to solve these problems is time, which can make the balance on all culture diversity. It is clear to show us in the example of homosexuality. When the great logician Alan Turing had been discovered as a gay, he was so oppress and anguish for the discrimination from public about homosexuality at that time that become warp and eccentric. For many years, with the society developed, the values of people have become more and more comprehensive, so that homosexuality has been legal now in several countries.  

In sum, it is so pessimistic for us to assert that moral behaviors can not be solved by legislated, and to the contrary, there are many problems which violate against moral standard can and must be settled through legislation. As for the controversial ones, we may just for the balance of diversity
