LP第三国B2签证被拒，请大家分析原因提供建议

Today, LP applied US B2 visa from London UK, and got rejected for the reason of immigration intention. Any analyse and advice are welcome. Thank you!

Background:
LP, UK PhD in Food Biosciences with full scholarship, final year, UK visa expire later Nov 2009
I, USA PhD student with full sholarship, 1st year.

prepared visa materials:
Ds forms, passport, visa fee invoice, financial credentials, invitation letter from me, supporting letter from her advisor and department, both of our apt contracts, my recent bill sheet (verify my current address).

Conversation notes of the VO:
1. when did you get married? how long have you known of your LG?
June 23,2008./ever since 2002, we're classmates of undergrad.
2. when will you graduate in UK?
Expected to be in Feb, 2010.

Excuse from VO: This is the 1st year for me, but final year for her, so => intention of immigration;
B2 visa is for 1 year, that means expiration date would be on Feb, 2010, at that time her UK visa will expire and get graduated, so => intention of immigration.

LP was extremely sad of getting rejection. So any suggestions on analysing rej reason or improving next time would be helpful.
