对于政治领导者来说,向人大众隐瞒信息通常是必要的,甚至有益的。
提纲:这个问题不能一概而论,要就信息的类型采取不同的方法
1、 作为一个负责的政府,必须做到政务公开,一些基本的信息必须让民众知道(财政支出,民主选举)
2、 对于关乎人民人身安全和切身利益的信息不应该隐瞒(反面:SARS 正面:地震)
3、 一些关乎国家安全,不便透露的信息应该要隐瞒(军事实力)所以应该有选择性的隐瞒信息正文:

Should political leaders withhold information from the public? In my terms, we cannot simply answer “yes” or “no” as for this question, since this question is a complex one. As an intelligent leader, he or she needs to use different methods according to different kinds of information.
To be responsible for its people, government should render some basic information to the public, such as the financial budget and the process of election. After all, the money that government owns comes from its people. Since they pay tax to the country as an incumbency, people also attain the right to know how their money is spent by the government. An apparent financial budget not only fits the demand of average people, but also prevents some officers from corruption. In like manner, people also want an equitable election process through which they can vote for the fittest person to lead them, thus the information of election should be clear and correct to the public. In sum, in order to satisfy people and keep society stable, the fundamental information about government affairs should be delivered to the public.
Additionally, the information which is closely related to people’s security mustn’t be held back, either. When SARS broke out in Guangdong province of China, Chinese government tried to withhold the information from the public, aiming to avoid panic of its people, However, the diseases soon spread to the whole country on account of that people were unwitting and thus didn’t take any measures to stop it. The government paid a heavy price for their withholding information. As a sharp contrast, when the big earthquake happened in Sichuan province of China, Chinese government immediately sent the information about the disaster area to the public, thus people all over the country raised money and commodities to help the people suffered. Thanks to the assist of the whole nation, the people survived the earthquake soon got their life back to normal. It is the accurate information that our leaders delivered to us that resulted in a better status quo.
Although some information is necessary to be told to the public , as has stated above, a political leader who tells everything to his people won’t be a wise leader. Some information is not proper to be public for the sake of the benefit of the country. One thing we should know is that when the political leader tells information to his people, his enemies also will get the information. As a consequence, political leader should be wise enough to judge that what kind of information ought to be withheld from the public. A typical kind of information that needs to be withheld is the military information, which is related to the security of the whole country. If military information of one country is made public, it is very likely that the country will lose the battle when war breaks out. That is why Chinese government never discloses its real military power to the public. Sometimes it is indeed necessary for political leaders to withhold information from the public.
To sum up, whether to hold back information from the public is decided by which kind the information may belongs to. As a wise political leader, one should have the ability to judge whether to withhold information. In this way, the country can work well and its people can lead a happy life. |
