Many problem of modern society cannot be solved by laws and the legal system because moral behavior cannot be legislated.

The legal system is just like a corporeal hand that intends to force people to abide by certain social rules and avoid committing crimes; whereas the morality is like another invisible hand, which encourage people do good or at least motivate them to consciously act in accordance with law. Both of the hands are the precondition of any stable and orderly society, so either of which is imperative. Just as the speak asserts, since the legal system has its limitation, many problems of moderns society cannot be easily solved merely by laws.

Undoubtedly, the law and the legal system do solve many problems of modern society. As a Chinese old saying goes, “was there no rule, there is no order”, which means that nothing can be accomplished without norms and standards. The legal system of a nation force people to conform to established laws, who commit crimes will be punished, and in this way enable to maintain the stability of the society. It is hard to imaginative what the situation will be like if one day there is no law in the nation. The society must be fall into confusion, chaos and people probably fulfill their grasping desires by any means, even to harm others. The punishment from the law is a strong weapon that not only effectively strike the crimes, but also alarm and educative people to regulate their behavior, which in turn will benefit the whole society.

However, on the one hand, many pressing social problem cannot be solved by laws and legal system. Considering that when the morality conflicts with the laws, many issues are reasonable in morality while illegal in laws. For example, when it comes to the legalization of physician-assisted suicide, from the view of moral, people have the right and freedom to determine personal proper behaviors, which should be harmless to other people and the society, so that even the euthanasia suicide is regarded as respect to people’s right-to-died. But from the aspect of laws, this behavior is refer to human’s living right, thus should be added into laws. In one word, whether the behaviors like suicide should be controlled is still be a controversial question nowadays.

On the other hand, many problems are out of range where legal system loses its function, since many mistakes made by people are not so serious that they are not supposed to be punished but only to be condemned by morality. However, some of the mistakes have significantly negative effects to the society and other people. For instance, in the laws, the divorcement is legal and serves as a bright policy that offers people opportunities to pursue their happy marriage. However, with the phenomena of divorce are more and more in the modern society, the problems along with it are increasingly serious. So many integrated families are breaker. The persons who suffer mostly are the children, who lost a warm family even they were young. Most of children whose parents are divorced respond that this matter has left a deep shallow in their minds. Similar examples are innumerous, by standing on the moral sides, children are obligate to take care of their parent, people should give help to older or handicapped people, women has the equally right as men, etc. Nonetheless, the laws can not regulate these kinds of moral behavior since they are referring to people’s mental aspects or spirits.

Overall, although the morality and laws are uniform in many aspects of equality, fairness, liberty and justice, in many cases, merely relies on legal system is too far from sufficient. In final analysis, as to maintain a harmonious society, it is necessary to join the efforts of legal restraint and moral admonition together.
