题目:ISSUE69 - "Government should place few, if any, restrictions on scientific research and development"
Government leads the scientific research and development, for the cost of it is paid by the government. Then government must have the responsibility to raise the scientific development and not to harm it, and more practically, to not let the scientific development harm itself. Then the question rises, in order to accomplish it, should the government make few restrictions as possible?
Scientific research and development is a double-edged sword for the whole society. It can provide people with more convenience and comfort but, on the other hand, it also brings some serious disasters. The advent of assembly line manufacturing greatly working efficiency and eased the work burden. More recently, computers have helped people enjoy more free time by performing repetitive tasks and have made possible universal access to information. The internet, based on computer technology, miracle as it may be, brings much to the human society. Goods on the net are cheap because of low expenditures the merchant pays. The services on the net are the most distinguish one. Everyone can simply go to google.com, and search any information they want on it. However, they have also brought about environmental problems. A survey recently made by California Institute of Technology implicit that one search on google.com cost as much of the energy as it can boil two cups of water. In order to make so much energy, the power plant has to pollute the environment. The pollution, including sulfur dioxide and carbon monoxide, as they are well concerned, harms human beings very badly.
How to resolve this problem is one of the most important tasks of government. Government should neither put too many nor too few restrictions on scientific research and development. To survive from the competition of other countries, the government has to develop certain key research to not suffer from monopoly. Historical example has always showed the case. Forty years ago, when China cannot produce its own films, and the price of films is one hundred times of the price in America. When China has its own film technology, the film price is even lower than America; meanwhile, the film price is still high in Russia because of lack of film technology. However, government should not put too much emphasize on the development of technology. Cloning is in controversy once it has ever made the first step. It causes dispute about morality, sensibility, human rights and philosophy. Even every government do not invest heavily on it, the public is still think about to ban it forever.
The restrictions placed by government on scientific research should be judged according to the different nature of various research projects. Taking nuclear bomb as an example. All of us know it is a threaten to all of the human beings, yet it is true it only threatens the countries which do not have it. So the key point is, make development of nuclear bomb in case of suffering from it. Catching up with the most advanced technology is the best way not to suffer from it.
In conclusion, government should make restrictions in a proper way, thus can make scientific development more steadily, and make a great contribution to the whole society. Moreover, government should emphasize how to make the right use of science and technology, thus can make the living environment more comfortable. |
