这是我第一次写issue...写得非常烂,望大家指教,非常感谢!!:)
TOPIC: ISSUE 43 - "To be an effective leader, a public official must maintain the highest ethical and moral standards."
WORDS: 496
TIME: 0:45:00
DATE: 2009-3-3
In this contention, the author insists that one of the requirements of an effective leader is to maintain the highest ethical and moral standards. What I think is basically the same with the author, however in some circumstances, it is not the case. My reasons are as below--
The main facts which causes me to fundamentally agree with the contention is that first of all, a man must act according to the ethical and moral standards of the mainstream of the society in private then can he become the leader of the whole country. Taking the assumption that a leader who is fully accused of character flaws. No matter how brilliant the person is, or how excellent he or she is in the field of politics, or how good-looking he or she appears to be, actually what's behind him or her is just the opposite facts to the above - scandals, cheating or tax stealing and so on. Imagine the
"Water gate", the scandal of Bill Clinton, which can both support my point of view above to some extent. So, if a country is leaded by a person who has personal character flaws, the country is doomed to some extent.
The second reason for my agreement to the assertion is that even if a public official doesn't have such character flaws listed above, the political system will be tarnished in other ways if he or she doesn't maintain the highest ethical and moral standards during his or her political career in public. For instance, a government manipulated industry will die in the end for the lack of competition; and if a person gets the position through some guilty way such as cheating or threatening, while actually he or she is not so capable of the job, what will our government be like? The result is certainly to be a slow, selfish government which only cares the self interests, regardless of the living standard of the people.
While I insist that an effective leader must act according to the ethical and moral standards, there are some exceptions at the same time. Sometimes it is necessary for a good leader to hide some facts, otherwise, some potentially endangering information will upset the normal order of the society and the peaceful life of the people. Once the top leaders of the American government were informed that the Paragon became the objective of the terrorists. Such information could be a bomb if broadcasted. Luckily, the U.S. government held it calmly till the problem was proven to be a threatening. So, the skill of manipulating information should also be recognized.
In conclude, I agree with the author that without maintaining the highest ethical and moral standards, there will not be any effective leader, not to say a well-developed government. However, to some extent, proper cheating is necessary to ensure the peace and order of the country. The understanding the balance between them is something an effective leader must maintain. |
