Issue69 "Government should place few, if any, restrictions on scientific research and development"

These days we are often told that no restrictions on scientific research and development should be placed, but is this really the case? What is the result of indulging the development of the science?

First, from the ancient time to now-- the digital times, common sense tell us that no restrictions means that there is no order and no development. At first glance, it confuses us because the restrictions just stand on the opposite side to the development, and it is a popular thought that the more restrictions, the less development. However, this is not certainly the case. In the medieval times, the alchemy is popular with the support of the emperors and nobles who relied on it to find the dream of possessing the immortal life, which it is proved to be out of reach even with the technology in the present. It cause a lot of loss either in material or in the trust of the government and makes the society credulous, then it baffled the development of chemistry. This is the very case which can show us the results of no restrictions on scientific research. One would say that the principle is so antique that it cannot apply to the reality nowadays. To get this view, we need not go any further than the case of clone which is the production of the modern genetic technology.

Now, whether we should clone human being is under fierce discussion because it provokes a series of thoughts about moral and ethics. If the technology is abused, our value system will be challenged. What is the relationship between the clone person and his or her matrix? What is the relationship between the common people and the clone persons? Under so much confusion, in order not to put our society into danger, a lot of governments legislate to forbid cloning human beings. Thanks to the restrictions on the development of that, we did have our social riot and sent people in perplexity.

Furthermore, limited resource of our society call for a balance between the funds of research and the expenditure on solving the issues. As we know that, researches on science need spend a lot of money, however, there are so many issues such as drugs, euthanasia and so forth, which without solution not only people's lives have been challenged but also the society would become disorder.

So government would control the development of the science in order not to spend the limited resource on the useless research and pay much money for the research which would not play any effects on either the security of the country or the improvement of people's lives. Finally, taking into account all these factors, we may safely draw the conclusion that government should place some rational restrictions on scientific research and development.
