高中生签证

我今年是在美国一公立高中交流的，去年在上海签证，我的签证上面有Two years rule apply，可是和我同行的同一机构的其他的交流生签证上面都没有two years rule apply的字样，除了另外一个女孩和我一样有这个字 （只有我们俩在上海签的，其他人是别的使馆签发的），我今年又被另外一个私立高中录取了，今年回去转签证，看了很多网站上都说这个两年期限对高中生不适用，不用管它。
我的交流机构的签证辅导老师也说，签证上虽然有这个字样，但是可以不用管，因为我们是高中生交流。美国的当时交流的合作方负责人也说不用管。
想想也是啊，不就是在不同使馆签发的么，怎么可能同一批去的同学有的有two years rule apply,只有上海签的有，要是真的不是太不公平了吗……
可是还有些不放心，请问以前也是高中交流生的前辈（已经转过签证读私立高中的），这个两年期限对高中生是不是真的不适用？谢谢！！

My agents said the same thing too, they told me to ignore the "two years rule apply" thing.
