In the memo, the publisher of the magazineNewsbeat claims that to increase sales the magazine should decrease itsemphasis on international news and refrain from displaying such stories on its covers. To support this conclusion the publisher points out that in the past threeyears, magazines don’t sell well due to the featured international new storieson their front covers, and that during the same period, competingnews-magazines have significantly decrease the number of cover stories thatthey devote to international news. In my opinion, the publisher’s claim isflawed in some points.
First of all, the magazines’ poor sellingissues might due to some other reason. Perhaps the news magazine business isseasonal, or cyclical, and those particular issues would have sold more poorlyregardless of the cover story. Or perhaps, people just happen to be attractedby some big national events when those magazines are published. In a word, without ruling out other possible explanations for poor sales of thosemagazines, the publisher cannot convince me that it’s the international coverstories that cause the poor sales.
Secondly, the publisher has not pointed outhow the sales of other competing news-magazines have changed after theydecreased the number of cover stories for international news. It is possiblethat their sales have not increased due to this change, or rather decreased. Ifso, the publisher’s recommendation would be nonsense because the result couldbe just the opposite. On the other hand, if other magazines did experience aincrease in sales, then this fact would increase some credence to its claim.
Thirdly, the memo cites that the cost ofmaintaining their foreign bureaus to report on international news is increasing. So the publisher just think that putting less emphasis on international newsmight benefit their income. However, the publisher overlooks that it may helpif they keep featuring international news. As other competing magazinesde-emphasize international news, Newsbeat might be the only magazine that stillemphasizes enough on international news. Thus it would be a great loss if themagazine has adopted the publisher’s advice since it lost a potential customers.
In conclusion, the memo remains unconvincingas the publisher has not given some details that has relevance with why thereare no other reasons for the poor sales of certain issues, and that whetherother competing magazines have increased sales, and that whether it is worth tode-emphasize on international news. If the publisher can provide more evidencelisted above, the recommendation would be more convincing.

On the other hand, if other magazines did experience an  increase in sales, then this fact would increase some credence to its claim. 本段的论述十分紧密,有说服力。
Thirdly, the memo cites that the cost of maintaining their foreign bureaus to report on international news is increasing. So the publisher just think that putting less emphasis on international news might benefit their income. However, the publisher overlooks that it may help if they keep featuring international news. As other competing magazines de-emphasize on international news, Newsbeat might be the only magazine that still emphasizes enough on international news. Thus it would be a great loss if the magazine has adopted the publisher’s advice since it lost potential customers.
In conclusion, the memo remains unconvincing as the publisher has not given some details that (has)have relevance with why there are no other reasons for the poor sales of certain issues, and that whether other competing magazines have increased sales, and that whether it is worth to de-emphasize on international news. If the publisher can provide more evidence listed above, the recommendation would be more convincing.
