TOPIC: ISSUE79 - "Major policy decisions should always be left to politicians and other government experts, who are more informed and thus have better judgment and perspective than do members of the general public."

WORDS: 459          TIME: 00:45:00          DATE: 2009-6-7 下午 06:57:51

It has long been discussed whether or not politicians and other government expers should always decide major policy decisions. While I agree in general that major policy decisions should be made by them, I cast doubt on the statement that it is because they are more informed and have better judgement and perspective than do the general public.

Political leaders should be those who make important decisions. They are usually elected by the grand masses or are nominated by most prestigious former or present leaders; they have experienced competitive political campaigns, they have displayed their leadership capability. In a word, those people are the most qualifying candidates to be the ones who make crucial policy decisions for the nations.

Although these leaders are thought to be capable, they are not always more informed than the general public. Most of the time, politicians or other overnment experts obtain information they need via reports from inferior officials. It is entirely possible that those information are not complete or inaccurate. For example, the inferior officials do not report the truth because they want to conceal "the bad news", or to flatter their superiors. An example of this is the 2003 SARS in China. At that time, many Chinese residents were fully awared of this spreading, devastating epidemic, but some Chinese officials were concealing the fact to their leaders. As a result, the officials in many areas failed to react quickly to the crucial situation. This shows that sometimes the officials are not more informed than the public, thus under these circumstances, it is doubtful that their decisions are good.

Besides the above, it is hard to say that their judgement and perspective are the best. Consider former US president Geroge W. Bush. He claimed that it was time to attack terrorism and brought US troops into two long-lasting battles against the Taliban and H. Saddam. The decision was two-folded actually. On one hand, it cracked down terrorism and displayed US's power; while on the other hand, it brought to serious, even unexpected consequences like large numbers on the dead and casualty, high budget, provokation on the people who love peace, and so forth. Even Bush himself admitted recently that this was one of those "tough decisions" that he had to made for the best interest of US but that he could not ensure it was the best decision. As one can see from it, political decisions are so complicated that even the leaders themselves do not know whether they have made wise judgements after a long time.

To conclude, my point of view is: although the leaders are believed to and should possess the capability of making policy decisions, still they are not always more informed or wiser than the general public.
