In this article, the author suggests that in order to stimulate the local economic development, Beauville City should provide more preferential policies to attract more private companies to relocate there. To substantiate his recommendation, the author points out that the city of Dillton benefit from issuing such kind of preferential policies and two manufacturing companies relocated there. He also cites the evidence that, those newly relocated companies help create more jobs for 300 people there. However, this argument contains several logical flaws, which render it unconvincing.

To begin with, it is unreasonable for the author to draw the conclusion that the action of reducing corporate tax and other mentioned preferential policies are key factors which encourage the companies to relocate to Dillton. The author provides no evidence neither the 15% reduced corporate tax of Dillton is lower than the present tax of Beauville nor such tax rate is profitable for the local government. Lacking such evidence it is entirely possible that, the corporate tax of Beauville is more acceptable and preferable for the investors. And lows the present corporate tax, Beauville will make no profit from those relocated companies. Moreover, the author overlooks other factors for Dillton to attract the companies. A comparatively low labor cost, a large group of potential consumers and a powerful technical support from the local universities are also persuasive factors when companies decide to relocate.

Next, if the effects of those preferential policies were as dominate to attract those companies as the author claims, the argument still fail to convince us if Beauville provides same beneficial investing environment, will any companies willing to allocate to the city. We are in the absence of the numbers and specific types of the potential coming companies. Perhaps there are fewer than 2 companies which might be attracted to relocate to Beauville, or they are skill-intensive companies which are unable to hire hundreds of employers as the manufacturing companies did in Dillton.

Even assuming that there will be many companies relocating to the city of Beauville, it is too hasty for the author to draw the conclusion that it is fastest way to stimulate local economy. It is highly possible by means of developing local tourism or investing in building of international shopping department, the city of Beauville can be effectively benefited.

In sum, the author cannot justify his suggestion of providing preferential policies to attract more companies to relocate to Beauville on the basis of the scant evidence provided in a government report. To bolster the suggestion the author must provide better evidence that: (1) how much influence the policies has to stimulate the relocation of the companies; (2) the prediction of the number and type of the potential investors under such preferential policies; (3) apart from introducing new companies to relocate in Beauville there are no other good options to stimulate the local economy.
