我觉得改写的问题导致了你的疑问。
已然提炼出来了让步从句，则，整个句子的要义是 Z这个人maintain的东西，把although放在紧跟其后，个人认为妨碍理解。
回头来说 maintains,is,was 的问题。
1.Z的观点如果是其一贯观点，换句话说，如果文章下文没有inform读者z改变了观点，那么maintains是对的
2.is 出现在改写后的让步从句中，但来看一下原文的主干，也就是去掉让步之后的有效信息，z maintains that explusion was ....,从而我们可以知道，explusion是发生在过去的动作名词，因此，个人意见此处is 应为was更妥
3.同理，改写句子的was 来自原文的was，因此是对的

能力有限，希望能抛砖引玉足矣

备注:这句句子我觉得看中文不如英文来得直观,"between...and...."这个长搭配直接置尾显然比中文翻译中嵌在句中更明了. 在作文中我觉得也可以运用这种置后的结构,但是要注意若是这部分在句中作同位语成分则不能置后,而作定语时可以(根据《iBT语法精要》,戴云 著).
