To have an inspective understanding of the essence of leader we should first investigate the original purpose of electing a leader. Throughout human history, when the requests of leading wars, resources allocating and ensuring justice are aroused, the leaders are elected. It means that we want the leader to lead us to fight back the enemy, to allocate social wealth resourceful and to ensure justice. From my point of view, behaving ethically and morally is just only one route to be a good leader, while the most important point is to fulfill the original purpose of being a leader.

I concede that maintaining high moral standards will help the leaders manage the country. It is natural that people will show respect to those with high moral standards because people consider that moral person tends to make greater contribution to society while the immoral one may undermine the development of society. A rather interesting example may the Adolf Hitler who have respectful deeds if we only delve into his daily life. Hitler never smoked and stuck to strict timetable. He was also a war hero in the World War I. During his crazy invasion to the Europe, his achievement and morality did help him control the country. We admit that morality can help a leader effectively govern his country.

However, to evaluate effective leaders we should turn to ability of them. The ability is the most fundamental essence of being a effective leader. Imagine a leader who can deal with all the domestic and international affairs, ensure that every citizen enjoys a health care, and make sure that every student has equal opportunity to go to school. Even though we know that he/she behaves not so well in morality, we will probably ignore most of the moral defect of him/her. High ability can ensure that the leader improves our country while high moral standards can only lead to individual respect.

Moreover, the most essential point is that whether leaders meet the needs of their electors. Complying high moral standards or even having outstanding ability does not necessarily means that he/she will fulfill the electors needs, that being a effective leader. Only if one had investigated the most urgent requirement of the public, did have done the best to tackle it, he/she is a effective leader. Having investigated that the most urgent need of the Chinese people in 1940s was independence, Chairman Mao, Chinese greatest leader, to fulfill public need, launched a series of Civil War against Jiang jieshi and eventually help the Chinese people is independent and free from exploitation. In those days, many Chinese persons had the talent to manage the country well, yet only Mao knew the needs of the public and ultimately became the most adored leader in Chinese history. Undoubtedly, fulfilling the public needs ensure an effective leader.

In conclusion, to be effective leaders one can resort to many measures such as showing their outstanding ability and showing consideration to the poor. However, the first step to be a effective leader is to investigate the public needs thoroughly.
