How to become an effective leader, a public official? The speaker asserts highest ethical and moral standard as one significant condition. Well, from my standpoint, ethical and moral standard is definitely a quality outstanding leader maintains, however when it come to the highest ethical and moral standard, it may be too much to affect the flexibility of a leader.

Admittedly, ethical and moral standard plays a significant in the leadership. First, there is a question that why people follow the leading of a certain person. The answer is that we trust him and consider he can unit us as a whole to fulfill our desire more efficiently than one person alone. Then how can we assess a person whether he is capable to be a great leader? Apart from impressive people skill and wisdom, I also consider ethical and moral quality as necessary criteria. In this case, the leaders with morality are easier to gain the support of the public. For example, our mayor cares about his parents a lot. No matter how busy he is, he always squeeze occasionally visits in a month. All we citizens speak highly of that and we'd like to carry out his policy, because we believe that he might treat us considerately almost as his parents if not equally.

In addition, a leader in the business realm of high moral standard could also create an adorable image of his company which bring it advantage in the market. Take a famous beverage in china called Wanglaoji as example. The leaders of this beverage corporation decided to donate one billion Yuan after informed of the magnitude earthquake happened in Sichuan Province on 12th May. The whole nation is concerned about the tragedy and touched by the considerable donation. Then the sales of the beverage rocket up. If the sellers always make profit from us, why not let the corporation which take its social responsibility earn. That is exactly what will happen when a leader is of sense of social responsibility and high moral standards.

Yet, I do not agree that effective leaders should maintain the highest ethical and moral standards. Only the social-spiritual leaders are supposed to possessed the highest ethical and moral standards to be example for the public. As for other leaders, too much morality may limit his talent. If a leader would ask himself whether he obey the highest ethical standards before every word he is going to say and every movement he is going to take, could his leadership be effective? Certainly not.

Moreover, when it come to competition which is inevitable, the highest morality, which evidently requires kindness and honest to everyone, seemed to be unreasonable and stupid. For one of the major duties of the leaders is ensure the interest of his team. Will a leader, who loses a big client to his competitor because he tells others their bid in order to maintain his honesty, be an effective leader? Furthermore, this point is more clear in the battle field. General Patton certainly is not of the highest ethical and moral standards for his irritability and dirty talking. However he is still one of the most popular and well-known military leader in the history of US.

On balance, effective leaders are supposed to be of high ethical and moral standards, but not the highest. Can we imagine a leader without basic morality? I doubt if there is anyone who would like to follow him. However, too much limitation from moral aspect may affect the show of talent and is difficult for individual, who are also occupied by many other qualities to maintain, to reach.
