感觉这题能讲的理由还是很多的，所以终于字数上突破500了（对我来说已经很满足了）:L  但是对论点还是不确定有没有到位，请各位指点，万分感谢！！！

提纲：

理由
1.即使这些学生找出了解决问题的答案，他们也不一定有权力去实施这些办法。因为这些关于社会的问题一般由国家的领导来决定采取什么措施解决，而这些学生以后从事什么职业也还不确定
2.如何选择学校的地址和学校的老师也是一个问题。发达国家会想要建在他们自己的国家，这回引起这些发达国家的竞争，每个老师都有自己的立场，如政治立场和宗教立场，这些都是会在这样一个全球性的学校引起矛盾和争议的
3. 每个国家的国情不同，欠发达地区工业化程度低，相对的造成的污染少，所以他们没有那么多责任和能力去实施解决这些问题，他们的主要目的还是摆脱贫穷

11. All nations should help support the development of a global university designed to engage students in the process of solving the world's most persistent social problems.

The speaker suggests that a global university should be set up by all nations to solve the world's most persistent social problems. This is a good idea, though, as far as I concerned, not that practical in some aspects.


Firstly, even if these students in this global university can find the solutions to those persistent social problems, no one entitle them the right to execute these methods. The problems they meet are universal, so they need a power strong enough to arrange how to make these solutions into practice. Every country has its special circumstances, but normally, the big decision about a nation's development is made by its political leaders, rarely of them is made by the nation's university students. As a matter of fact, how many students in that global university will be a nation's leader? And how many of them will do some job that may has any relationship with solving the worldwide problems? The answer is obviously very few of them will. They may become a mother who only cares her children or become a business man who only cares his money. So without the certainty that these students will become a leader of a nation and are willing to devote themselves into solving the worldwide social problems, the suggestions made by the speaker is not practical.

Secondly, when it comes to the choose of location and teachers for that global university, new problems come. Where such a university should be set up? Some big and powerful countries may claim that it should be set up in their countries because they can offer adequate resources and funds. Then competition between these powerful countries may occur. Also, another problem is that how to choose teachers for that university? Every teacher has his own view on many things. Some teachers may have political position while some other teachers may have religion position. These facts will cause great problems when these teachers face students who come from all over the world with their own political and religion position. And which official language to be used in that university is also a problem we need to concern about and inevitably arouse argument among countries.

Last but not least, different countries has different positions to solve the most persistent social problems. For example, pollution is no doubtfully one of the biggest problems we face today. Poor countries, whose citizens are still suffer hungry and poverty, have little responsibility and little capability to solve the pollution problems. Because they are underdeveloped, they are less industrialized than other country and thus they produce little pollution. The only problem they need to solve is to get rid of poverty. So even if the university has found out the way to solve pollution problems, these countries have not the ability to carry out it.

In sum, to set up a global university is just a good wish. We need to solve many problems as stated above before taking action.

这是一个should为关键字的题目。
所以在论述的过程中有必要进行一下should 和should not结果的对比。
lz的提纲看来，完全忽略了这样一个大学的利。比如增进了解云云。
而针对第一个点。即使解决方案什么的。额，个人觉得。。如果国家是为了那个个目的建了那么个大学。他们所传达的世界的声音，that is to say, ideas from all aspects of the world for some certain problems. 似乎也不是完全不能渗透到政治阶层。。关键问题是，就算他们执政了。他们执的是当地之政和他们所教育的世界之政是有所差异的……当然这个只是个人意见。。感觉我那么写似乎也有些偏激了~呵呵`

至于第三个点。。额。。。请先去查证一下social problems包括哪些吧。。。。

思路基本上没有大的问题。可以参考一下那个专题里的一个什么，额，追星剑？专题。嗯。那个里面讲审题的事儿很有水准~
