Government should not fund any scientific research whose consequences, either medical or ethical, are unclear.
Should government fund scientific research whose consequences, either medical or ethical, are unclear? While I agree generally that government should be cautious when funding research whose consequences are unclear, that does not mean goverment should not fund any research which has unclear consequences.
Indeed, scientific research whose consequences are unclear may do harm to our society. Because of their unclear future application, we human being can not predict accurately what kind of result will have if the research is widely applied. For example, gene transfer technology could enable us to copy someone's gene to another person, thus creating some unpredicateble results, which could be highly harmful if we do not treat it with extreme caution.
But the fact that scientific research have unclear consequences are the very reason that they are called research. Research, by its definition, is the process of searching for the unknown areas where we have not been there before. If we can predict the result of a scientific research, that means it is not an excellent research project. The characteristics of unpredictability is the eseential element of research, and the reason why research is attracting.
In addition, what we consider as "medical or ethical unclear" may change over time, which happens all the time throughout the history. In fact, if someone considers how much our customers has change even over a relatively short period of time, they will be surpirsed at what they find. One hundred years ago, people in China treat women who have small feet as beatuful and attrative, but now they think it is a ridiculous idea. Therefore, what we consider as uneithical may not be the case in the short future, so if we do not fund research whose consequences are unclear, we may loss the possibility of creating a brighter future.
In sum, while government should hold a cautious attitude when funding scientific research whose consequences are unclear, the essential definition of research makes it impossible to predict research consequences. What is more, what is considered unethical is changing all the time, therefore goverment should not refuse funding scientific research which may contribute human being's civilization and happiness. |
