The speaker claims that scandals-whether in politics, academia, or other areas-can be useful because they focus on problems in ways that no speaker or reformer ever could.
First of all, we should define the word "useful" mentioned above. What is useful scandal? Certain scandal benefits one while detriment another one. However, I would like to note that scandal, which will improve respect and legal protection of mass interests, is useful.
Scandals are published truth that once was covered-up and related to corruption, exhilarant using, bribery and the like. These illegalities are usually uncovered by mass media like TV, newspaper, and radio. Protest over government may be launched. However, different actions taken by authority against scandals make distinct results.
Watergate scandal happened in 1972 and caused Nixon's resignation. Although the nation weathered a profound constitutional crisis, the Watergate revelations provoked Congress to pass several pieces of legislation designed to curb executive power in the future. The War Powers Act(1973) required presidents to consult with Congress before sending American troops into combat abroad and to withdraw troops after sixty days unless Congress specifically approved their stay. In an effort to correct abuses of campaign funds, Congress enacted legislation in 1974 that set new ceilings on contributions and expenditures. And in reaction to the Nixon claim of "executive privilege", Congress strengthened the 1966 Freedom of Information Act to require prompt responses to requests for information from government files and to place on government agencies the burden of proof for classifying information. Therefore these scandals like Watergate are useful for problems hardly touched were published and solved to some extent.
However, in other cases, there is no perfect institution to protect mass interests even if scandals happened. Nowadays in Iraq, explosions, assassinations, massacres and other scandals are full filled with society. Everybody knows that scandals are happening, but no actions are taken to protect interests of the mass. There is no stable political situation, no clean government and no sound legal system. While meeting these problems, the government did little and released a wrong signal to men who should be punished by law. Scandals are useless in Iraq and bring about negative effect. In China, a scandal in academia-professor Chen, dean of the microelectronics school at Shanghai's Jiaotong University, faked in his research. The scandal was investigated, professor Chen resigned, and many people were punished. But the real problem was not solved yet because Chinese government until today has not established the rule of law for research and development.
In conclusion, scandal is a two-bladed sword. Whether it is positive or negative depends on how it was processed and responded. Scandal revelations could provoke people to take actions to prevent more similar illegalities. In this case, it is useful while ignoring or inappropriate action is detrimental.
