"In many countries it is now possible to turn on the television and view government at work. Watching these proceedings can help people understand the issues that affect their lives. The more kinds of government proceedings—trials, debates, meetings, etc—that are televised, the more society will benefit."

The government proceedings should be operated around a relative transparent circumstance, which can provide ordinary people more detailed information and procedure of government work. Society will benefit a lot by comprehending and supporting the tendency of government policy from citizens. As a matter of fact, convenient television and advanced network improve the availability televising or broadcasting government proceedings to public.
In democratic society, the transparence of government proceedings and policies is one of the most important degrees to evaluate the scale of democracy. Meanwhile, the task of media scrutiny is to try its best to provide information objectively and precisely, fulfilling its promise by creating relative objective media atmosphere. Undoubtedly, the assembly of government proceedings and media report will help commons understand the issues that government concerned and the tendency of its policies. And the process of transparent government policy can also improve the comprehension between citizens and government. There are more opportunities for commons to express their attitudes toward government policies by watching these proceedings on television. Immediate reflect and attitude of commons feedback governments to help them adjust or amend their decisions and policies. For instance, the presidency of America, provide a typical example of reporting government proceedings transparently and objectively. Candidates interpret their tendencies of operation and fulfilling obligations to supporters by media report, which can give voters more direct impression about their future leaders. In one hand, the competition between candidates can base on the principle of equality by objective media coverage. On the other hand, voters learn more about those candidates by watching live debate and statement on television and make more precise decision to support their favorite one with excellent leader mettle by contrast with others.
In addition, media scrutiny toward government proceedings supervises the whole process as well. According to its transparency of reporting, it can avoid corruption and unequal competition among those proceedings by commons' concerns. Furthermore, society can use media tools to evaluate government's works and fulfilled tasks, forcing them to carry on their responsibilities and obligations on behalf of the public unconditionally. Scandals will be soon uncovered by media coverage, which will restrict government's power beyond a relative legal area. For instance, the Watergate scandal in America, 1970s, reported by television and radio, directly forcing the president Nixon to claim abdication by taking charge of the whole event. And ex-president Bill Clinton had to admit his fault of sexual scandals during his career of president, because of transparent television report and media scrutiny. Apparently, transparent report does not only provide detailed information about government proceedings, but also give commons opportunity to recognize their government and leaders more objectively and precisely.
Admittedly, transparent media scrutiny can help improve the whole process of democracy. In some sense, it means not all government proceedings should totally be broadcasted for commons, especially confidential ones. As we know, the responsibility of government is not only to gain comprehension and support from commons, but also to maintain social balance and protect nation. Thus, some confidential proceedings or information should be kept secret, such as the policy toward military affairs, diplomatic affairs, and other significant policies, which are related to the destiny of this country. If all government policies and decisions were reported by media coverage transparently, it would definitely result in unnecessary anxious and fright among commons. Withholding crucial information and confidential proceedings is also one of the most dispensable and significant duties of government.
In sum, we can conclude that the media report introduced into government proceedings and policies has propelled the democracy forward. However, government should necessarily withhold some confidential information and crucial proceedings to avoid more nationwide scare and maintain the balance of social development.
