Issue 43  To be an effective leader, a public official must maintain the highest ethical and moral standards

Must a public official maintain the highest ethical and moral standards to be an effective leader? In my opinion, it is necessary for a leader to maintain high ethical and moral standards, however, highest standards is both hard and unnecessary to reach for a leader.

  To begin with, if a leader does not have high ethical and moral standards, he or she will not be elected as a leader by public. When persons choose their leader, they will check the ethical and moral standards of the officials. No one would like to choose an official who usually tells lies, or does not care for other people, because they do not want to be cheated, or not be cared for. For example, after the scandal of Watergate, President Nixon retreated from the election, and it is sure that few people would support him because they felt that they were cheated.

  Further more, a leader without high ethical and moral standards will not be effective, and he or she even will be harmful to the public. Consider the leader who often tells lies again, if there is an emergency, as a disease that is hard to control, and the leader tell lies to the public and cover the truth, the disease may quickly come to the whole country and many people will suffer it. Another example is that if the leader is a warmonger, who likes to choose war as the method to solve problems, the public will lose peaceful life and suffer the lack of food, the lack of clothes, or the death caused by wars.

  On the other hand, there are many standards to measure whether a leader is effective, thus, an effective leader is a leader who has good abilities in various aspects, of which the standards of ethical and moral may be not the highest. To lead the public, the leader must have good abilities on politics, and to develop the economic, the leader must have good abilities on finance. An effective leader should also have his or her own judgment when facing complex situation. After all, the leader is not a moralist.

  In sum, without high ethical and moral standards, a public official will not be an effective leader, however, the one who maintains the highest ethical and moral standards can not be an effective leader. An effective leader is a leader who maintains high standards in various aspects and has high abilities in various aspects.
