1、        明确的目标可以使人们的行为更有效率，有时为了重要的目的，是可以采取一些看似极端的手段的。
2、        但基于人类认知能力的限制，有时人们并不清楚自己需要什么，所有可能有些手段导致相反的结果。
3、        基于人类基本道德的考虑，并不是所有看似有效的手段都可以被采纳。

Definitely, what has been promoting the individuals and the entire society to develop continuously is a variety of goals which reveal human being's pursuits and hopes of future. Undoubtedly, without the seeking process of a valuable goal, the whole world may be far from the beauty and convenience nowadays. Based upon the distinct function of the worth goals, to some extent, it appears that any means taken to achieve the purpose is justifiable. However, on balance, lacking of the consideration about morality, human nature, and so forth, the assertion is not reasonable enough actually.

Admittedly, it is commonly accepted that to accomplish clear valuable goals could make human beings to persist in improving the well-beings and conditions of the globe. And that people's actions are provided an exact direction by a worth goal would be more effective rather than the behaviors with no purposes. For instance, if an economist has neither specific study realms and nor motives solving the rubs of the national economy, how could he or she make valuable researches efficiently? Besides, in some sense, it may justifiable to use some extreme tackles to gain the meaningful goal. An apt illustration of the point involves the War Between the States which had intended to eliminate the slavery in the United States. As there was a tangible goal which is to unify the whole nation and create the true democracy in America in Abraham Lincoln's heart, it is understandable that this great formal president began the war in the end. Although maybe wars would make some serious damages to the nations, the benefits from the achievement of the final goal could not only compensate the harms but also bring out liberty of slavers and democracy representing the pith of the country. Consequently, there is a justification that a definite goal could make human being’s efforts more significant so that any possible measure should have an access to be considered.

On the other bout, limited by both the  human's finite cognitive ability and the complex of the problems faced by the people in the world, it is genuine that people could not realize clearly about what they intend to seek indeed sometimes, while they could understand what the purposes they expect on occasion. Thus, for the reason that it is hard to predict whether any goal to which people are seeking is worth, ar times, maybe some measures would lead to a side-effect and even worse a reverse result eventually. The statement brings immediately to mind the grave growth of the tourism. Originally, it  was designed that people could explore further knowledge on the importance of natural environment through the their tours and then protect the nature at large. Unfortunately, the results of the a large scale of tourism is not the improvement of environmental preservation but rather more severely damage. Under such circumstance, it is too general to conclude that any means taken to attain a worth gold is justifiable when ignoring the limitation and uncertain effects of such means.

What is more, absence of taking some basic moral standards into account, the assertion that any means could be taken to accomplish a valuable goal loses meanings. A worth goal, by definition, is a purpose which would benefit the entire human beings and society. So if there is any means used to gain a goal would hurt the well-beings of nations, including basic ethic requirement, spiritual pursuit and so forth, no matter how useful the measure seems to be on the surface, it is not justifiable to be chose.
