DATE:2006-2-5
As being lost of the population who speak them, nowadays many lesser -- known languages in the world are on the brim of being extinct. Languages have the inextricable relationship with the countries’ culture. Therefore, the governments of the countries, where these languages once prevailed, have the responsibility to intervene to prevent them from becoming extinct, within the restriction of the limited budget and taking the importance of other social problems of those nations into account.
As the media of communication among special groups of people, those lesser -- known languages are doomed to erased from human civilization if decreasing people utilize them. Only being in use can languages have the possibility to still exist in the world and not be forgotten and thrown away. Historically, countless languages are no longer be known by people at present and in future in that in their old age most people abandoned them as the communication tools. So does the destiny of those lesser -- known languages today.
There is no deny that the languages are related to the countries' culture, and due to governments have the duty to preserve the countries' culture, government should act to avoid those languages dying out. As a saying goes, where there is a distinct language there is a unique culture. Diverse culture has its own distinct literature and art works, the meaning and characteristic can only be embodied by its own language. That is why to comprehend the legacy about some ancient culture, although archaeologists have acquired the literal records of it, they have to decipher the languages. Languages mirror the culture. As the governments of those countries in which people speak those lesser -- known languages, they must take methods to remain the cultural identity of those countries. Then, protecting the languages is an indispensable part for this mission.
In addition, since the governments are in charge of a countries' education and the allocation of their resources, it is utterly possible for governments to protect those lesser -- known languages. They can set up special curriculum in school to teach those languages and request TV and radio stations to broadcast the programs in those lesser -- known languages. Also, governments can establish certain department aiming to the study and documentation of the losing languages, in which linguists can receive sufficient financial support to work. In one word, governments do most fitly serve to the position of defending those lesser -- known from becoming extinct.
Nevertheless, considering the negative effect on the development of the counties and the significance of other issues, governments should consider their limited budget and resources in society. Why few and few people speak those lesser -- known languages? A main answer is that these languages serve to impede the communication in economic, political and cultural facets. At present, an increasing number of fields in the world share universal official languages, like English, French and the like. The conducts of business are made in English and others, and after opening the Internet webs we can notice over 90% ones are in English. Meanwhile, in those countries, where the lesser -- known growingly become obstacle in the way of development, other social problems, such as unemployment, starvation and poverty, are often severe because with the intensity of globalization the material progress and well – being of a country are necessarily connected to others’. In some isolated tribes in Africa and The South America, such is cases. Owning to the low level of economy of those countries, frequently, the governments have limited budget. Compared with those most vital social matters, preserving the languages may be at a high expense and then be regarded as an unworthy project.
To sum up, were it not for the languages, people would not understand and enjoy the precious legacy handed down be ancestors. It is the responsibility of governments to protect the losing languages with smaller and smaller population speaking them. Yet, it does not follow that it is unnecessary to consider the abilities of the governments and the situation of those countries.
