2The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.
"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and house painting."

The author suggested that the homeowners in Deerhaven Acres should adopt their own set of restrictions on landscaping and house painting as house owners in Brookville did, according to the rising of average property values in Brookville after the implement of such restriction. However, the argument suffers a vital flaw in establishing the cause-and-effect relationship between the restriction and the rising of property values.
Firstly, no strong relationship has been built between the unification of appearance of the house and the rising of house values. Other possibilities that could more closely related to the tripled values of average property. For example, it is highly possible that seven years ago the government of Brookville adjusted their economical policy to attract more investigation and to promote the development of local economy. Through the efforts of seven years, the situation is changing dramatically, with more factories built in this area and the prosperity of local economy, thus bring about the rising values of its average property. Moreover, other reasons also exist. Maybe the tourism of Brookville has been highly developed in seven years, as a result, many people coming from other areas want to purchase houses there, and thus cause the higher prices of properties. From another aspect, seven years is such a long time period that people would change their interests in decorating houses. The prices of houses might have raised more if the restriction was not adopted and the former appearances of houses there have been reserved.
Even if we concede that the restriction on landscaping and house painting contributes to the tripled values of average property, no evidence and facts demonstrate the situation of the two regions is the same, at least similar. What if the two areas share different features? For instance, in Brookville people prefer the neat and unique style of house appearance, while in Deerhaven Acres, householders enjoy the distinctive styles of houses. And in fact the Deerhaven Acres is famous in its various manners in decorating houses. The author provides no proof to compare the situation of the two, therefore failing in make similar analogy, that house owners in D should also adopted similar restrictions.
But even the situations in the two regions are the same, the author still failed to consider other possible obstacles in implementing the restriction. Does the customs in Brookville tolerant such restriction of private houses? Will any house owners reject it? Is it possible to offend the law aiming to protect the freedom of dealing with private property? If any of the above possibilities is true, it is almost impossible to adopt such restrictions, and it may even result to instability in this area, let along the rising value of average property.
So, the author did not provide sufficient evidence to give logically sound demonstration, and unless he takes other possibilities into consideration, the conclusion can not stand as it presents. |
