"Twenty years ago Pine City established strict laws designed to limit the number of new buildings that could be constructed in the city. Since that time the average housing prices in Pine City have increased considerably. Chestnut City, which is about the same size as Pine City, has over the past twenty years experienced an increase in average housing prices similar to Pine City, but Chestnut City never established any laws that limit new building construction. So it is clear that laws limiting new construction have no effect on average housing prices. So if Maple City were to establish strict laws that limit new building construction, these laws will have no effect on average housing prices."

Dose the strict laws that limit new building construction will have on effect on average housing prices, the write of the letter to the editor of the Maple City newspaper claims so, for that Although Pine City designed strict law to limit the number of new buildings twenty years ago and experience higher housing price, yet Chestnut City enjoying the similar increase dose not established such law. It seems reasonable at first glance, however deep scrutiny reveals several flaws which weaken the letter's persuasiveness.

First of all, whether the two cities attain the same goal is open to doubt. The information provided in the letter is too vague to show anything. It is quite possible that average housing prices in Pine city go up to the third time of the formal prices and at the same time, the price level remains constant for twenty years. But on the other hand, the prices in Chestnut City just increase a little and the average prices of other commodities doubled during the twenty years so the comparative prices of housing are not aggrandize but decrease. Since the writer has never show detail information about the housing price in both cities, the letter cannot guarantee us that Chestnut City enjoy the some achievement as Pine City.

What is more, even both cities experience the similar increase in the comparative housing prices, comparativeness Chestnut City never designed any law to limit new building construction like Pine City dose not necessarily illustrate that the law has no function in Chestnut City. Probably Chestnut City would enjoy much higher housing prices if the strict law of new building construction. Or maybe Chestnut City execute other policies such as charge high tax on the new building or compensate the old building that restrict the number of new buildings. Without ruling out these possibilities mentioned above and in addition, considering the contribution of the law in Pine City, the writer cannot reject the effect of the limitation convincingly.

Finally, granted that the law of limiting new building has no relationship with the increase of house prices in Chestnut City, the writer cannot convince me that the same law would achieve nothing in Maple City. It is entirely possible that unlike situation in Chestnut Cities, where economy flourish during the past twenty years, create great demand of new building, lack of building becomes an urgent problem, Maple City, as well as Pine City, has already innumerous building existed and satisfied citizens’ need. Building new ones not only waste money but also occupy large space, making cities look more crowded. With this respect, law of limit the new number is not merely useful but necessary.

Since the letter has so much ungrounded point listing above, it is not convincible as it stands. To substantiate it, the writer should offer exact data about the condition of average housing price in both Pine and Chestnut Cities. To make a better comparing, the writer should cite additional evident that the law definitely has no effect on the housing price in Chestnut Cities and Maple City facing the same situation with Chestnut City.
