题目:ARGUMENT 61 - The following appeared in a report by the School District of Eyleria.
"Nationally, the average ratio of computers to students in kindergarten through grade 12 (K-12) is 1:5. Educators indicate that this is very good ratio. This means that across the country, all students have access to and can use computers daily in their classrooms. In Eyleria's K-12 schools, the ratio of computers to students is 1:7. This number is sufficient to ensure that all of Eyleria's students, by the time they graduate from high school, will be fully proficient in the use of computer technology. Thus, there is no reason to spend any of the schools' budget on computers or other technology in the next few years."

Is there no need to spend school's budget on computers or other technology in the next few years? The writer of a report by the School District of Eyleris claims so. To substantiate the report, the writer cites the fact that ratio of computers to students is 1:7 in Eyleria compared to the good ratio of national average ratio of 1:5, this number is enough to ensure all of Eyleria's students to receive good computers training. The report seems plausible at first glance, deep scrutiny reveals several flaws to weaken the reliability.
In the first place, the writer unfairly assumes that students in Eyleria have access to computers daily. On the one hand, the ratio of computers to students is 1:7, which is less than the average and indicated good ratio of 1:5. It is quite possible that 1:5 is the minimum requirement of computers to students’ ratio, so the ratio of 1:7 is insufficient rather than the situation the writer argues. On the other hand, we are only informed that is Eyleria's K-12 schools, the ratio is1:7. It is equally possible that there nearly none family with kindergarten children own computer, so the average ratio of computers to students from Kindergarten through grade K-12 has much more gap between the national average level. But it is important to train students the computer skill from kindergarten students of Eyleria may have disadvantages due to that. Since the writer dose not take these possibilities into account, the assertion that all student have access to the computers would be totally ungrounded.
In the second plays, even granted that students can enough use computers daily, the writer cannot guarantee that students have well access to computers in their classrooms. Probably most of computers in School District of Eyleria are own by families rather than schools. There are only a few computers for practicing in schools. And perhaps all computers in the school of Eyleria is utilized of teacher's preparing and administration, students have little access to computers for learning computer technology. Without ruling out the situations mentioned above, the writer cannot convince me that students in Eyleria have access to computers daily in their classrooms.
Finally, the writer ignores many significant factors that will contribute to the computer technology other than access of computers. Common sense tells us that teachers play a crucial role in the learning process. If teachers do not have the basic ability with computer technology, how can you expect students would have to improve the situation, school should hire better teachers with advanced computer skill or send their teachers to some training course to improve their computer skill, which require more budget of school. Or probably some other equipment besides computers should add to the teaching process, which also needs money. Without considering such demands, the writer cannot simply draw conclusion that it is unreasonable to cost budget on computer or other technology in the next few years.
In sum, the report is unpersuasive as it stands. To strengthen it, the writer should provide detail information to assure that all student have sufficient access computers. To better assess the report, we should get more aspects of the teaching condition in Eyleria School District.
