237.The following appeared as part of an article in a local Beauville
newspaper.

"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent; at the same time, it began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within 18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to *relocate here."

The argument concludes that Beauville should encourage private companies to relocate there to stimulate economic development and hence reduce unemployment by providing tax incentives and other financial inducements. To justify the conclusion the author cites a resent report in which Dilton reduced its corporate tax rate by 15 percent and began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Besides, the author points out that there are two manufacturing companies moving to Dillton, and a total of 300 people are employed. I find this argument specious on several grounds.

As what comes first, the arguer is failing to consider other alternatives to the two manufacturing companies’ moving to Dillton. Such alternatives could include that employer in Dillton are better educated and experienced than other places, that employer in Dillton would ask for less payment than others, prices for resources used for manufacture is lower, Dillton has better environment, that there is less competition in Dillton, so on and so forth. The at percent lower corporate tax rate and relocation grants might lower companies’ cost, but there is still huge expenditure for relocation, and companies would consider a myriad of factors before they decide to relocate.

In addition, there are not sufficient evidences that the lower corporate tax rate and relocation grants did stimulate economic development and hence reduce unemployment in Dillton. First of all, the arguer does not mention the prior corporate tax rate, so we could not conclude weather the new tax rate is proper, too high, or too low. If the new tax rate is too low, government could not receive enough money to run programs for city, which would suffer floods of problems without enough tax. Secondly, three hundred, the number of employed people, is not a significant number to prove a lower unemployment rate. Besides, it is possible that the 300 people had their jobs before they are employed by the two relocated companies. Thirdly, the two companies, getting into the local market in Dillton, would compete with local companies, which might lose in the competition, and hence lead to more local workers losing their jobs.

Even if the two relocated companies do bring benefits to Dillton, things might be different in Beauville. Would the local corporations in Beauvile have their capabilities to compete with new relocated companies? Would new relocated companies provide better payment and better opportunities for promotion? Would those coming companies cause pollution in Beauville? Does Beauville have a high unemployment rate? It appears more reasonable for citizens and officials in Beauville to have more logical thinking about those factors.

Overall, the arguer’s reasoning that Beauville should encourage more companies’ relocation by lower corporate tax and relocation grants seems logical as presented above since they would employ local people and make their payments. Nevertheless, before any final conclusions are made, citizens and officials should evaluate all possible results of those relocations. To better assert this argument, I would need more information about the prior tax rate and unemployment rate in Beauville.
