24The following appeared in a memo from the president of Viva-Tech, a manufacturer of high-tech medical equipment.
"In order to reduce costs, we should close some of our existing small assembly plants and build a large central plant. Grandview would be an ideal location for this new plant. First, of the locations that we have considered, Grandview has the largest adult population, so that we will be able to staff our plant quickly and easily. Second, since the average wage earned by workers in Grandview is less than that in the other locations, we should be able to keep production costs low. Last, as an inducement for us to build there, Grandview's town council has offered to allow us to operate for the first three years without paying city taxes."

Would be Grandview an ideal location for new large central plant?
According to the president's analysis using above conditions of Grandview, it seems very plausible. However, after a close scrutiny, the evidence about Grandview is unconvincing, That may be president'sown wishful thinking.
First of all, the president fails to establish a causal relation between the number of adult population in Grandview and staffing the plant. Do those adults have any obligatory reasons ? The president never prove it to us. Even if the new plant is built, Most of them would not want to find a job in this new plant possibly. For example, Grandview may be an circumlittoral city People live on fishing and ocean shipping from generation to generation. Compared with other kinds of works, they prefer their livelihood about sea. It is well known that tradition can be altered hardly and chronically. The president should not expect that the plant will be able to staffed quickly and easily even though treatment is liberal.
Even granting that the plant can be staffed successfully and fleetly, reducing costs by disvburse workers of Grandview lower salary is still unpractical .He omits many importance factors of production costs such as spending of electricity ,transportation of raw and precessed materials and the cost of training rookies. Perhaps Grandview is short of water like a desert where the price of water is the same as oil's. So that production costs are higher than other locations where workers' wage are more than Grandview. Or perhaps Grandview is surrounded by lots of mountains. There is not enough highway and railway to transport plant's raw materials and finished products .So the carriage is too high to bear. If they build a plant here, they will not earn money even if workers voluntarily serve for the plant. Thus on balance, reducing production costs need calculate each importance element as soon as possible.
Moreover ,the inducement of derating three years city taxes is also suspectable .According to president's depiction, we can't find and other town's favourable policy besides Grandview's. For native development of economy, many cities are active to attract ecdemic enterprises using various policy benefit those enterprises .For instance, a town near Grandview has similar conditions of building the new plant involved the number of adult population and low wage of worker. Furthermore, its government offer to derete the ecdemic enterprises first ten years city taxes. How can we select location for this new plant? The result is very obvious.
In sum, the president's conclusion is not logically accepted.To arrive an persuasive one, the president's should to take on thing with another. Especially think of human resources and product cost. Compare one's policy with other's to that the choice of location of new plant become more logically and profitably. |
