issue 83: Government should preserve publicly owned wildness areas in their natural state, even though these areas are often extremely remote and thus accessible to a few people.
观点:保守的同意
1.保护这些地区的必要性。有利于动物和植物的繁衍和生息,保持生态平衡;同时,有利于人类的更好的生存。(还可以加入The Butterfly Effect)
2.政府保护这些地区所需要采取的措施。针对不同的地方采取不同的政策,这种工程是耗资巨大的。某些地区可以搞生态自然保护区,有的地方政府可以开发为旅游景点,得到的钱又可以投入到保护中去,不用增加国家负担;国家的大型改造工程,比如中国的“绿色长城”工程。

It is a controversial problem that whether the government should distribute its limited budget to preserve those wildness areas, even extremely remote and few people access, in their natural condition. Many people may dispute that the exorbitant amount of money devoted to the initiative/it could have gone a long way toward addressing the more pressing current social issues—high unemployment rate, AIDS epidemic, poor education, drug abuse, rampant gang violence and so on. Others may hold the opposite attitude. As far as I am concerned, it is high time for governments to take appropriate actions to preserve some significant wildness areas before it is too late.
Those actions serve to protect wildness areas, in turn, will absolutely benefit our human beings in the long run. The most important thing we should realize is that not all the wildness areas must be took into account, for instance, barren deserts. The areas deserve our attentions are forests, oceans and grasslands. The first reason lies in that they provide indispensable habitats and foods for animals considered have as much right to life as human beings. Our overgrazing and deforestation which have already rendered egregious green forests and grasslands into barren deserts, eliminated several hundreds of species from the planet in the last century. For the growing greed for precious furs, many kinds of animals are pushed into the verge of extinction. It results in the discontinuity of some food-chains which may pose detrimental effects to other species, especially human beings in these chains and ultimately break the balance of the whole ecosystem. Another reason to these protecting actions is that these measures can greatly attribute to the sustainable development of humankind. Via investigating the animal kingdom and emulating some of their fantastic phenomenon, we get more inspirations and invent novel technologies as radar, honeycomb-buildings, etc. which render us a better life. The prosperity of animal and vegetable kingdom also add diversity and animation to the whole natural circle system.
Given the limited budget, governments could employ different polices according to different areas. First, Natural Preservation Zone functioned as to protect some extremely rare and endangered animals or plants, for example, WoLong panda preservation area in China. In these areas, visitors being not allowed and hunting being banned either, this leaves a free space for those rare animals and plants to survive and thrive. Second, Scenic Spot serves to preserve some less significant creatures and simultaneous make profits. These areas enable tourists to enjoy the beautiful landscape and require less government funding. This policy not only attains the destination of conservation, but also devotes to spur the development of local economy. Last but not least, Government funding projects often require a large amount of money and receive little effects in a short term. A paradigmatic modern illustration in hand is the “Green Great Wall” project sponsored by the Chinese government which covered an area of approximately 25,000,000 square kilometers and functioned as a wall to northwestern desert. This information mentioned above reveals that governments have already taken actions and lend credible support to my perspective.
Although governments around the world have already taken various actions to address this serious problem, there is still a long way to go. The Amazon rain forests, which is considered as the lung of the earth and the paradise of 2.5 million insect species, tens of thousands of plants, and some 2,000 birds and mammals, is now vanishing at a rate of 52,000 square kilometers per year which even has a trend of acceleration. The Three-Gorge Dam, which is considered as the biggest dam in the world, compelled thousands of animals to migrate, some 200 plants and arable fields were submerged, pose a great menace to the environment. Some appropriate polices and measures are badly need to deal with these urgent problems. The evil consequences of devastating environment, especially deforestation and pollution, are gradually surfaced, as the Green House Effect, more frequent tornados—Hurricane Lenny, Katrina, Rita.
In conclusion, it is necessary for government to guide and lead such huge projects. However, if the funds are blindly distributed into all wildness areas publicly owned as the speaker asserts, query whether it can take into practice, let alone receive any effect. Accordingly, detailed plans and rules should be established in advance, and a method of case-by-case analysis must be employed. Moreover, forests and grasslands preservation should be taken into special account. At last, individuals are expected to take their own responsibilities, at least have a sense of conservation in their daily life. After all, there is a sense, there is a way. |
