The concept of 'individual responsibility' is a necessary fiction. Although societies must hold individuals accountable for their own actions, people's behavior is largely determined by forces not of their own making.

The concept of 'individual responsibility' is not an imaginative fiction, but an important counterpart of individual rights. Although people's behavior is more or less influenced by outside forces, ordinary individuals are accountable for their own actions because of the intellect of consideration and the freedom of making choice.

First of all, the intellect of consideration provides human beings with the awareness of their actions, which makes them accountable for their deeds and activities. The concept of individual responsibility never refers to individuals without enough abilities of consideration, such as young children without necessary knowledge to understand the surrounding circumstances, and abnormal patients without healthy nervous system to realize their activities. Nevertheless, ordinary human beings have the intellect as well as knowledge to analyze contemporary situations and to distinguish truth and falsity. They cannot deny the realization of their actions, including corresponding profits as well as consequent problems. As a result, when such problems occur, individuals can neither attribute the disaster merely to the evolvement of nature, nor escape the responsibilities of failing to avoid the problems in advance. While neglecting the possibility of the disaster in order to pursue profits indicates intentional destruction, failing to realize the significance of the problems means dereliction.

Besides, the freedom of making choice demonstrates individual respect, which is coexisting with individual responsibilities. Although people's behavior is more or less influenced by outside forces, such as the requirements for survival and development, people are usually able to make choices among several alternatives. The freedom of acceptance or refusal is respected by social morality and protected by the law system, contracts containing both rights and responsibilities. A person who does not want to take necessary individual responsibilities should contemporarily abnegate the freedom of making choice. Such a person, a slave rather than a common citizen, does not have rights to preserve credibility, respect, reputation, as well as any possessions. Moreover, a person denying the existence of individual responsibilities is not justifiable to be protected by any forms of social contracts, including national morality and the law system. Thus, a person wanting to maintain fundamental rights and profits has to accept corresponding individual responsibilities.

In conclusion, as common residents have the intellect of consideration and the freedom of making choices, they are reasonable to accept the existence of individual responsibilities. Without the awareness of individual responsibilities, a person is neither spiritually healthy enough to conduct self realization nor socially respectable enough to be protected by national morality and the law system.
