43. "To be an effective leader, a public official must maintain the highest ethical and moral standards."

Whether the highest ethical and moral standards are closely connected with a effective public official or not, which is a much debated one in that it affected everybody in their daily lives. People may prefer one to another, although, some have no opinion about it. But if I am concerned, I will advocate that an effective leader should at least maintain the public ethic and moral, however, it is not necessary for leaders of any field to maintain the highest ethical and moral standards.

At first, to earn more respect and trust from people, public officials should maintain the highest ethical and moral standards. A public official, being of excellent characteristics and personalities such as good ethic and moral standards, offers the sense of trustworthy to public and possible is set up a perfect example in community to be followed. A small example can give some light to this point, when Zhou Enlai, one of the premiers of china, is concerned. He was honored the most successful and respect-worthy premier in china, except for his contribution to Chinese economical development and diplomatic success, based on several issues by which his gracious personalities and the highest ethical and moral standards are showed which are about his zero-saving, forever love to his wife and no offspring for himself.

Secondly, Definition of successful political leadership should not be closely connected with his highest ethical and moral standards. Making such judgment effectively should require some information concerning the degree he tracked with problem confronted, the level to show his contribution with hard working and the improvement to economy, society, education, environment and other similar cases, all of which are made out by him. For example, it is impossible we drew the conclusion that Bill Clinton, the former president of America, who brought out successful development to American economy, is not a effective and being of contribution to society president.

Last but not least, it is unfair to require a public official taking on the highest ethical and moral standards. No matter what position one is on and what kind of honor was added on one, who is in fact just a common person with birth of the same sensation and feeling to all of us even the one is on the most position in the world. Then, we have no reason put too much such emphasizing to public officials with moral and ethic standard by which perhaps this emphasizing will exert numerous pressure and can not make fully use of their capability.

All in all, from what has been discussed above, we should pay more attention to the public officials’ contribution to society. And we can conclude the conclusion that it is not necessary for leaders of any field to maintain the highest ethical and moral standards even if an effective leader should at least maintain the public ethic and moral.
