The speaker asserts that the major cities where a nation's cultural traditions are preserved and generated should be supported in finance by governments. I agree with the assertion that governments should provide stable financial support to these major cities though, the speaker unfortunately neglects two factors: 1) not all major cities are the places where cultural traditions are preserved and generated; 2) some small cities as well as countryside are better representative of traditions. We should take these factors into account; otherwise, the conclusion is unprecise and unpersuasive.
Admittedly, it cannot be doubted that major cities-owning predominance in politics, economics and cultures-for which the government is responsible to sustain them by financial ways. It is a fantasy for many people to visit some metropolises, such as Beijing, New York, Paris, London, etc. which have unique history and tradition. The Forbidden City, which used to be ancient Chinese Emperors' Palace, is telling us a legend of a brilliant era. The Statue of Liberty, witnessing the friendship between the U.S. and France, is a favored symbol of libertarians. Buckingham Palace and Versailles Palace represent two distinctly different European cultures which allure millions of tourist to feel the atmosphere, full of history and tradition. Therefore, the governments should not be hesitated to support the cities to receive more revenue and to protect a city's, even a nation's traditional culture.
However, there are many major cities, crucial to the nation as well, are absent of long history and traditional culture. Their origins are diversiform: political needs, newly discovered mines, eternal scientific experience and so on. Take Brasilia, the capital of Brazil, as an example, this young city, just 50 years old, was founded for better dominating the middle and west of the country. Although people appreciate Lucio Costa, the farther of this wonderful city, however, we cannot assert that Brazilian civilization derives from the capital. Nevertheless, Brazilian government never doubts the significance of this city and keeps financial support because it is indispensable in the nation's politics. Accordingly, it is rash to ascribe the stable financial support to the source of a nation's tradition; governments indeed have the responsibility to sustain their major cities, however, not for cultural causes all the time.
Moreover, it is commonsense that more better preserved traditions are still alive in some small cities as well as countryside, but major cities. In modern cities in China, some ancient culture, namely some old manners, custom and belief, is nearly extinct in the flood of westernization, leaving some survivors in undeveloped cities and rural areas. As a consequence of the absence of living circumstance and base, though some cultural traditional used to be born in these big cities; they are not inevitable to go to end. Providing the government really intends to support the preservation of culture, it should invest to the undeveloped places just as it does to the major cities. It is sometimes more of urge to protect a nation's cultural than the economic development in the rural areas. In sum, governments should not neglect some small cities and countryside for the mere existence of tradition in such places.
As I stated, not all the support to the major cities is due to the aim of cultural preservation. Meanwhile, the tradition, surviving in the undeveloped area, should not be overlooked. The local governments are equal to that of big cities to receive financial funds to protect a nation's tradition. |
