strongly agree with the statement that a public official must maintain the highest ethical and moral standards in order to be an effective leader. In other words, a good leader should always have the highest ethical and moral standards and that is a requisite to make a chance for a public official to become a effective leader.
A public official with good ethical and moral will often make people like him or her and enhance to support him or her to become a good leader. What a public official has done will always make everybody know and be discussed. People always clarify what ( is )benefit to them or not. (Whether .. or not?)In this case, if a public official does what is highest ethical and moral, he or she will be quite popular with people. For example, chairman Mao, was very popular with Chinese people. Because he had led people to resist the enemy(enemies) and fight with them for decades in the (a) right and effective way, which finally saved China and made people escaped from hard life. He ate what common people ate and worked all the time only with little sleep. All he wanted to do is making Chinese' life happier. During his stage, people's life had quite improved (had been improve a lot) and no body (nobody) in his age would oppose to him. To the contrary, everybody loved him very much. So a leader maintaining the highest ethical and moral standards will be surely welcomed by people and certainly be an effective leader.
In addition, a (an) official in business should also have ethical and moral standards in order to effectively promote his business and manage his company well. Although a official holds the power and has the authority to operate employees in his company, if he does what is immoral and (or) never care about his employees, he will never be considered to be a good leader, and even more he may meets some failure or bring about bad effects to his company. Because his press on employees without any kindness will make employees work not as well as they can and even try to transform themselves to other company(把人变成公司?). In this way, without the highest ethical and moral standards, the result may be not good to the official and he or she will never to be an effective leader.
Finally, may be it is easy to let a public official to be ethical and moral just in a time, but it is very difficult for a public official to always maintain the highest ethical and moral standards. In history, there are many public officials left without anything praised by people. In fact, it was not that they had done nothing to human beings, but they do not always done good thing to people and let people reasonably forget them. For example, a leader in my country is just a type of that kind of public officials. In his youth, guided the army and made several important victories in wars. But during his middle age in coming into power, he was highly engaged in pursuing (reach) more power. The high enthusiasm had caused him harmed many people and make them death. Since he died, no one would like to refer to him and few people still remember him nowadays. So we can see that if a person is not able to maintain the highest ethical and moral, he may lose the chance to be as an effective leader.
To sum up, seen from good leaders in the history and successful managers nowadays, all of them maintain the highest ethical and moral. That is a prerequisite for individuals to become an effective leader. And we should advocate public officials try their best to maintain the highest ethical and moral.

还有就是在句子的使用上,注意表意明确, Eg。 “Since he died, no one would like to refer to him and few people still remember him nowadays.” 看不懂究竟是啥意思(Still remember him 是褒义?)
