Topic 56"Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

Position: partially agree with the author
1.       agree with the author that immediate problems requires more emergent and quick actions, for the reason that they are more obvious and easier to handled with. On contrary, the anticipated problems usually require further study to find a solution. Cite starvation in Africa and Halley’s Comet as examples.
2.       However, the emergent incidents are usually the indication of anticipated problems. Cite the flood of Yellow River as instance.
3.       the anticipated problems requires more finance and efforts from governments. And they worth that because with the solutions of these problems, some related emergent incidents will decrease naturally
Conclusion: Admittedly, the immediate problems need quick solution to prevent sudden losses. However, it is the potential problems that even require more focus and attention from government to get improved.

Should the immediate problems take precedence over the expected problems that are faced by governments? The answer of the author is definitely yes. I have a partial agreement with the author that the in most situations, immediate problems should be handled with firstly for its emergency. Nevertheless, sometime, governments have to solve the potential problems with even more finance and resource.

The reason that I partially agree with the author is that the immediate problems usually seems more obvious and serious than the potential ones, after all the potential problems is just an assumption to some extent. For example, when encountered two problems: one is the starvation of needy people in Africa; author is the prediction by some astronomers that Halley's Comet will hit the earth after hundreds of years, it is wise and sensible for a government to preferentially handle with the first situation. Because the second one needs further study to prove the exactness of the prediction, let alone the way to solve it.

On the other hand, quickly and easy methods which are usually applied can seldom solve the essences problems of emergent incidents, because those emergent incidents are very possibly being caused by anticipated problems. Take the flood of Yellow River for instance, the river has been flooded for several times during the last ten years, each time it happened, the government took the immediate action to prevent loss. However, some surveys show that if the environmental problems which are mainly cause of the floods are not improved, Yellow River will continuously to flood in the future.

Moreover, not only that the anticipated problems are more essential than the immediate ones, but also they are the synthetic performance of many immediate problems. They require more time and effort to get improved. The case of the environmental crisis can well illustrate this situation. As we all know, human beings have been struggling with this global problem for many years. Governments of most countries have participated in this consuming and enduring career, because it is a problem that is not only related to all humankinds, but the cause of other ripple effects as well, such as the flood that mentioned above, the desertification of lands and the lost of forests. The ripple effects can be controlled by means temporarily, nevertheless, if the real problem are not solved, those effects will bust out some time or other. Therefore, the problems in a long run are usually the ones that worth great effort to fight for.

To sum up, governments should take immediate action to temporarily abate the emergent situations to prevent losses. While it is usually the anticipated problems that governments should put emphasis on, because they requires more attention and efforts to get improved. With the solution of those problems, many other related effects will improve automatically. The author's assertion on the other hand ignores the real problems to some extent.
