TOPIC: ARGUMENT228 - The following appeared in a newsletter from a political organization.
"In order to promote economic growth in the city, city residents should vote 'yes' on the state government's proposal to
build a new expressway linking the outlying suburbs directly to the city center. A direct link to the city center will enable
downtown businesses to receive deliveries more frequently, so that downtown retailers will no longer run out of stock and
city manufacturers will not be affected by shortages of materials. Booming businesses will attract qualified workers from all
over the state, workers who will be able to take advantage of the new expressway to commute to work in our city. In addition
to these advantages, hundreds of workers will be employed to build the expressway, further stimulating the local economy!"

This argument recommends that city residents should vote for the state government's proposal to build a new expressway linking the suburbs to the city center to promote economic growth. To substantiate the recommendation , the author cites that the expressway would enable the deliveries more frequently,which will prevent the local business from suffering the shortages of stocks and materials. In addition, the author claims that the the project will stimulate the local economy ,which attracts qualified workers from over the states.However, as it stands,  the argument suffers from several fallacies , which might seriously undermine the argument.

To begin with, the author tries to convince us that the expressway project will enable the  delievertie more frequently for the local business. However, the expressway  linking the outlying suburbs to the city center only can assure the  transportation of materiels and stocks more quicker in the region of the city,rather than more materials provided to reduce
the shortages. For one thing, the lack of stock in the shops and the shortages of materials stocks in the local business probably is not only due to the transportation in this city, but also the traffic situation in the places which provide the marteriels to this city. For another , significantly ,we should deal with the problem of shortages  by extending the sources
which provide the materials we need ,rather than only the improve the transportation in the city, which is not the essential and fundamental solution to the problem.

Secondly, there is no evidence that the booming businesses will attract qualified workers from all over the states, especially the qualified workers. Without any further details provided in the analysis , the reasoning is open to doubt since the qualified workers might be concerned about the salary, the position and the further promotion. Moreover, even if the
economic boom attracts some qualified workers, they might settle down in the city , rather than in the suburbs.Accordingly, they would seldom use the expressway.

Finally,without taking alternative ways to promote the economic growth into account, the author hastily claims that the worker employed in the project would stimulate the local economy.Firstly, we should get more information about the consuming ability of the workers, the scale of the project, and even where the workers live and consume , in order to evaluate the real influence of the project on the local economy. Remarkably, what I want to emphasize is that the evaluation of the increase in tax burden should not be ignored , especially the negative effects on the economy, before we make the decision whether we
will build the project.

To sum up,  the conclusion lacks the credibility because the evidences provided in the analysis do not substantially support what the author recommends. To strengthen the argument , the author should provide the evidence that the shortages of materials in the city is only due to the poor traffic situation in this city . To better evaluate the analysis,  we need more information regarding the project influence on the economic growth in the city.
