Nowhere modern thinking is more muddled than the issue whether much restrictions ,placed
by government,should be put on scientific research and development.When it comes to such
problem,on blance,i would like to have a case-by-case analysis on this issue.

The change and develoment of scientific research have ofen coupled with the developoment of
the technology,which in turn has significance on the scientfitic research and discoveries.
The scientific discoveries and technological advances have tremendous improvement on the
quility of human life,however,they also have negative consequnces as well if our government
place few restrictions on scientific research.The problem arose when we give birth to
world first cloned-gene sheep,Dolly,for example,which means fully development in the
cloning field and a curse on the ethical issue.Scientists are opinion of believing this as
epic of the human prolonging-life technology and scientific research.Meanwhile,the
sociallist have poited out that if this technology has used in the human gene,for original
purpose of prolonging human life,how can we define the responsability and right in the
society of the cloned people?Does the cloned people have responsability to hand in the
tax?Does the he has right to enjoy the sociall welfare?All of these have provided
evidence that our goverment shoul attach importance on the restrictions of the scientific
research.

Futhermore,without enough restrictions,it can give rise to other problem related to our
daily life in the society.The invention and research of the diesel locomotives, for
example,which played an important role in making the operation of the railroad more
efficient.It has also destroyed the railroad town based on serving of the steam engine.
The high technology has improved the production of the manufactiory industries,and it
also replaced thousands of workers with new machines.The workers later would find them
unemployed and lake of skills required by the hign tech-machines.

Nevertheless,too great an adherence to the belief that we should place restric regulation
on the scientific research.Looking into history will give us some indicate and answers.
Gallio,the first person to use telescope to study skies,convinced that earth revloved around
the sun.Up to that time,people believed that our earth is the center of the universe which
has entrenched in doctrine of Gathelic belief.And the goverment also forced Gallieo the
deny the fact to be the truth.A few years later,people realized that Gallieo was right, it
is the restrictions placed by the goverment destroyed the scientific research.

All in all,although the scientific research and techonological advances bring us more
advantages than disadvantages.We should also place proper restrictions on the
development of the reseach based on case-by-case analysing.
