In many countries it is now possible to turn on the television and view government at work. Watching this proceeding can help people understand the issue that affect themselves. The more government proceedings-trials, debates, meetings, etc.-that are televised, the more society will benefit.

1 有些事件需要政府开诚布公，如关系到国家外交立场，国计民生等。
2 如果这些事件不坦白，则容易导致政府极权，民众情绪消怠。

Will the society benefit more if more government proceedings are televised? The author supposes it is because watching these proceedings can help people understand the issues which affect themselves. However, in my eyes, whether the society will benefit or not depends on what are these proceedings. Certain issues should be televised for their benefits they can bring about, while others should not since they can lead to harmful results to the society.

Certain government proceedings should be televised frankly before people, such as an adjudgement of a corrupt officer or of an extremely vicious murderer. People will recognize how the law embodies its elementary function as punishing the malfeasants and protecting the interests of civilians, and feel gratified for the justice government reveals to the populace, which is an effective way to prevent other people from the same misdeeds and to achieve a more harmonious and stable society. Another example is when the country has a dispute with others concerning its international trade, sovereignty, national boundaries peace and other issues which may seriously influence its national interests and prestige, people will learn more about the nation’s position from television and be the strongest strength for support in the nation’s behalf and the society will be more united and powerful. Finally, when certain issues the society most cares about, such as housing, medicare, traffic and so forth are telecasted, people can learn the attitudes of government toward these issues, how it pays attention to these social essential problems, and by what means to exert it to solve them. Through all these proceedings, people can see the government is really taking great efforts to improve their lives, and then complain less about the circumstance, and think more about what each individual should do to cooperate with the government. These positive responses eventually will enhance the government’s efficiency and bring the society prosperity.

Without these proceedings expatiated above opening to the public, the government may make certain decisions only benefit the moneyed or influential class since lacking the supervision of the public which may lead to totalitarianism ultimately, and people will show no interests or present few supports to the nation since they are ill-informed and powerless, either of which will cause a society to be declined.

However, not every proceeding is appropriate to be televised honestly to people while certain issues will lead to a deleterious outcome if imparted to the mass candidly. For example, government should not show the whole proceeding of a confidential meeting about its specific methods or stratagems on how to arrest an international criminal; otherwise the prospective action is destined to be a defeat and the society will gain no benefit but loss. Here comes another illustration. Once there was a devastating flood inundated most areas of the southern China in the end of last century, which resulted in the deficiency of foodstuff storage there caused by traffic breakdown and crops damaged. The government held on this information from populace in order to avoid certain crazy action of people such as purchasing and cumulating redundant food and other consumer goods which would lead to price rise and large-scale panic. It was until the government obtained enough food reposition it told the public the true conditions it had once been confronted with. Nobody would deny that it was a wise choice the government did not disseminate this information before which might arises national panic and social ferment.

In sum, government should televise their proceedings related to the basic state policies, the national economy and the people’s livelihood from which people can know the issues involve themselves better and give a positive response in return, and bring about a more just and harmonious society while prevent totalitarianism and social decline. Yet with regard to certain other issues, government should not spread them to people since it may disturb the government’s plans or cause public panic, which will bring on bad effects to both the country and people.

反面论证如果没有这些电视广播，政府行为就没有监督，从而怎么怎么样。我觉得不太有说服力，因为很容易想到：即便是没有电视广播，还是有不少监督机构在运作的。另外，反面最好也举例子。
