By providing the fact that the lottery in Lucria has support their education and public health and gambling in Impecunia has already $50 per person per year, the claim for establish a state lottery in our state seems logical. However, careful scrutiny reveals a series of dubious assumptions, which render it quite unconvincing.
Admittedly, our neighboring state, Lucria, has a two years lottery experience that the lottery there seems change the education and public health to become better. The auther give no evidence to prove that the change of education and pubilc health is influenced by the lottery. It is highly possible that the government of the state supply more money into their education and public health. Many factors may also leads to the result that the public health and education has changed. In this way, we can not get the simple relationship that the improvement of education and pubilc health is due to the state lottery.
Meanwhile, there are some fallacies in the survey in the capital city. We have not enough evidence to show that the survey is reliable. Maybe this survey just conclude few people and it is possible that these people inclined to gambleing than other people were. In addition, the people in the capital city can not represent the citizens in our state. What is more, we have no idea if $50 per person per year on gambling represents that the citizens like gambling, maybe $50 is too small in lottery. Without ruling out  these possible scenarios, the argument cannot claim that the survey could demonstrate that our state  citizens are fond of gambling.
Finally, admitttedly the lottery in Lucria bring their improvement of education
and public health and our state citizens are fond of gambling, we can not just put the experience of the neighboring town into our state. It is highly possible that the bring of lottery  would fail to improve the education and public health in our state. Worse still, the gambling may also bring in a lot of bad effects just like the fights between the gambler. So we should take more survey and study before bring the gambling into our city.

In sum, the argument neither presents much evidence about the Lucria has any connection with our state nor prove that the survey conducted in our capital city is reliable. To better evaluate the arguer's conclusion, we need more information regarding the comparability between Lucria and Impercunia. Meanwhile, we should show more evidence about the survey in our capital.
