The argument is well-presented, but not thoroughly well-reasoned. In this argument, the author concludes that if we were to establish a state lottery like the in Lucria, and then, we can acquire profits. At first glance, the author’s reasoning seems to be appealing, while clearly examining the author’s reasoning, we may find that it is unconvincing. The argument contains several facets that are questionable.

At the first place, we do not know whether there are enough citizens like lottery. The auger just says that a survey conducted in our capital city concludes that citizens of impecunia already spend an average of $50 per person per year on gambling, but he does not provide any information to prove there are many people like lottery. Of course, we know the feeling of lottery and gambling is different. So we can not make sure that if we establish a state lottery, we will make money.

At the second place, what's more, even though citizens in our capital city have enough money to play lottery, we still do not the conditions of the state. As usual, the citizens in capital city always have a high slavery and they are interested in trying new things. But this condition can not present some small cities. It is possible that, in some small cities, people just have the money to feed themselves and how can we expect them to play lottery. From this, we know the survey in our capital city can not persuade us that the citizens all want to play lottery.

At the third place, The arguer unfairly assumes that we should bring in the experience in Lucria, but he does not offer any evidence that these two cities are indeed comparable. It is possible that the custom and the slavery differ obviously. All this can affect the citizens' thoughts about lottery. Besides this, the auger does not show us the conditions about Lucria before it taking this measure. So it is very possible that Lucria has a large population and spends more money on students before long.

To sum up, the conclusion lacks of credibility. Regardless of who the author is, he or she has overlooked or chosen to ignore many aspects of his or her conclusion. To strengthen the conclusion, the author should give more evidences about the above-mentioned possibilities.
