43. "To be an effective leader, a public official must maintain the highest ethical and moral standards."

Every member of society should learn to maintain and improve ethical and moral standards of oneself, especially for the leader who always stand in the front of the history and is focused by plenty of people, and even the whole society. So as an efficient leader, one has to strive for keeping ethical and moral standards.

As the represent of community or the public, the leader always reveals the entire characteristic and spirit of his team or nation. When Gandhi led the Indian people to struggle for the independence of India, he is more an represent of Indian people and embody of the patriot of Indians than mere government leader. His handmade clothes, simple food and even his walking on foot to his office are praised and memorialized by the world people who regard this spirit as the national spirit of India. Gandhi proves the world the perseverance and greatness of India with his characteristic, meanwhile he also is indicated the importance and requirement of the highest ethical and moral standards for a leader.

Moreover the highly spirit and morality of leader are not only earn the respect and trust from the outside, but also they can encourage and inspire individuals and members to make strive together. Several months before, a severe earthquake happened in Wenchuang County in Sichuan province of China. Spending enough budget on the preparation of 2008 Olympic Games and Tibet Event in spring, the officers of the government donate halves of their incomes to reconstruction of the county and assist victims. Inspired by this activity of official leaders, the entire society takes an unprecedented collection of money for victim. A high moral leader could encourage the innumerous social members, which in turn could respond more effectively to the orders and policies.

Of course, moral standards are not established for the leaders only, whose effects admittedly are significant. The improving of ethical standards of the public or members is still important, which not only could to some extent reveal the headship of leaders, but also might accelerate the development of the effectiveness of leader's organizing and governing, since the real ethical and moral levels are decided by its members and individuals.

As a conclusion, the leader' moral and ethical standard plays an significant role in effectiveness of its governing and improving both inside and outside.
