As long as people in a society are hungry or out of work or lack the basic skills needed to survive, the use of public resources to support the arts is inappropriate-and, perhaps, even cruel-when one considers all the possible uses of such money.


A famous and great people called Confucius who is well known by all the world , offered the ideology of “People First “ , which according with the speaker’s issue that it is unadvisable to use public resources to support arts when someone even in tough conditions .I find the argument logically convincing in serveral aspects .
Admittedly ,people is paramount .We can do nothing without people .As government, on behalf of people’s interest , ought to pay more attention to people’s living .In the first place , mutual aid is a type of arts to maintain a harmonious society . Anyway ,everyone want to live comfortable life ,but which is a extravagance to the disabled person ,that’s to say ,they need help.Under this circumstance , if they get help ,maybe they will do something to show their thankness to society .Otherwise, they are likely to commit crime to harm public .Imagine that if there aren’t thieves,vagrants,tricksters and criminals, what a glorious ideal world it is , maybe which is a utopian thought , yet as far as I am concerned ,everybody can strive for that .In the second place ,set a good example to the next generation .Usually ,we say we should be honest ,goodness and kindhearted .Everyone need education which can shapes himself .However , there are much people who can’t afford the tuition fee and living expenses so as to their children can’t be educated .That’s a pity .People’s quality play a crucial role in  the country . Every man has a share of responsibility for the fate of his country.Therefore government should devote the fund to subsidize the dropouts .At least , let them master the basic skills for living.
  Nevertheless, it also important to support the art .After all , art is the soul of human being symbolized advance of mankind ,which can't be neglected .Society should be developed .Economy concerned , art should be supported too .If there weren’t Show Biz and many kinds of arts, the world would have less fun .And many people would lost job , that’s the right thing government are concerning .In my point of view , improving the people’s living standard and developing arts aren’t at cross purpose ,which are on friendly terms ,or even complement each other .Government had better to seek a effective way to make the best of both words .
