When it comes to the problem that whether complete honesty is a useful virtue or not in politics, different person stands on the opposite sides. In order to evaluate this contention, in my opinion, it is necessary to get to the bottom of the nature of politics as well as distinguish between "not complete honesty" and lie.
I quite agree with the viewpoint that a political leader must sometimes be less than truthful in order to be effective in that leadership. It is based on follow facts.
First of all, politics is a special field unlike scientific or technique areas. In those areas, one of the basic virtues hold by scientists and engineers is complete honesty to their daily experiments and collected dates, which ensures them to accomplish their duty: Find the truth of the world. By contrast, the main duty of the politicians is to be effective in leadership. In some sense, a successful politician is like a respected business leader--both of them should strive for the largest benefit for the group they work for. For instance, for the sake of defeating other competitors in the same trade, the CEO of a company sometimes needs to conceal his real plans, not only to the gazetteers but also to bulks in his own company. Thus, the information of the new completive products or services will not leak out before it is pulled out to the market. While in political affairs, it is the same.
Secondly, it is crucial to distinguish between misrepresentations of fact in other words, lies--and mere political rhetoric. The rhetoric of a successful politician eschews rigorous factual inquiry and indisputable fact while appealing to emotions, ideals, and subjective interpretation and characterizations. Consider, you can pay no further attention than to the reports of the government's spokesman to see such examples. The spokesman might use a vote against the importation restricts on textiles of the local government as “logical protection" that ones of other countries are “bad for free-competition". None of these allegations are outright lies; they are just the rhetorical cant of the effective politician.
Although "complete honesty" does no well to an effective politician, in the long-term,an honesty but skillful man will be much more suitable than a less-than-truthful one to be a good political leader. The Watergate issue should not be forgotten. Richard Nixon, whose leadership seemed born not of ideology but of personal ambition, which bred contempt of the very people who sanctioned his leadership in the first place; the ultimate result was his forfeiture of that leadership. Furthermore, an honesty man like the last Prime Minister Zhu Rongji of China, who was honesty to admit the government's many failure and shortcomings such as over-burden of the country men; the idleness problems in cities; and the over-investments in energy industry, won the worldwide respects for his courage and determination. The reason for the opposite phenomena is simple: A high standard for one's own personal integrity is a prerequisite for effective leadership in the long run.
In sum, I concede that politics calls for a certain measure of posturing and disingenuousness. Yet, without a countervailing measure of integrity, politician will be wildering in power.
