Issue43 "To be an effective leader, a public official must maintain the highest ethical and moral standards."
正文:
The author claims that the highest ethical and moral standards are indispensable for a public official to be an effective leader. In my personal opinion, such merits will definitely better help the leader to be effective, but without their presence, the public officials could sometimes do just well.

A public official, while trying to be an effective leader, is supposed to maintain three kinds of different characteristics: one is to be good at arousing the enthusiasm of the group he or she is leading; another is to understand what the group actually needs; the other is to have the trust of the group in order to make the members willing to obey the orders that the leader makes. Martin Luther King is one of those leaders in the history who get 3 in 1. However, the ethical and moral standards might not be found on those leaders. Bill Clinton is very popular wherever in the United States or in most of the other country. But because of the scandal with Lewinsky, he should never be divided in the group of leaders who also maintain the ethical and moral standards besides the charming and powerful leadership during the time they were in power. Hitler is another example. The people of nowadays regard Hitler as a sinner of the history, but this kind of consideration cannot cover his successful leadership during the second world war as he gathered so many German people for his goal, although not justicial or peaceful.

Although the ethical and moral standards are not indispensable for a public official to be effective, for most of the times, they are likely to have a positive effect on the official’s leadership. Because with such two merits, the profile of the leader in the public will be much nicer and it will also turn out easy for his or her to gain public support or trust which are beneficial for him/her to be effective. The most memorable Premier Zhou Enlai is one of such saint-like leader in the human history. It is not only his requisite traits to be a effective leader but also his way to treat the his people, the overwhelming personal charm, the gentle personality, the kind smile, together with the ethical and moral standards that make him a successful and memorable leader not merely in China but also in the world.

It is not necessary and at most of the time not possible for every public official to maintain the highest ethical and moral standards in order to be effective or successful. Just like Forest Gump said in the movie – stupid is as stupid does. We common people do common deeds, as long as we can achieve the destined goal, that will be enough. But it should always be our dream to be a perfect person like Premier Zhou, although we might never be.
