TOPIC: ARGUMENT131 - The following appeared in an environmental newsletter published in Tria Island.

"The marine sanctuary on Tria Island was established to protect certain marine mammals. Its regulations ban dumping and offshore oil drilling within 20 miles of Tria, but fishing is not banned. Currently many fish populations in Tria's waters are declining, a situation blamed on pollution. In contrast, the marine sanctuary on Omni Island has regulations that ban dumping, offshore oil drilling, and fishing within 10 miles of Omni and Omni reports no significant decline in its fish populations. Clearly, the decline in fish populations in Tria's waters is the result of overfishing, not pollution. Therefore, the best way to restore Tria's fish populations and to protect all of Tria's marine wildlife is to abandon our regulations and adopt those of Omni."

The speaker asserts astonishing recommendation based on several steps of logical confusing inferences. I will discuss them one by one in the following details.

To begin with, no significant decline in the fish populations in Omni does not necessary mean the marine wildlife is well protected there. Although no significant decline in fish populations in Omni is reported, it may be entirely possible that the sizes of the fishes are much lesser than before due to the excessively fishing. Or it still may be entirely possible that the fishing population will decline, but not now. As known to all, changes in ecology circle take long period of time to occur. These potential harms may come out in a future day although we cannot see any hint now. Without further investigation, the author cannot assert Omni does a good job.

Even the marine life in Omni is well protected, it does not necessary result from the ban on dumping and offshore oil drilling. Maybe the time when the study is conducted is season that fishes always assemble in the ocean near Omni, or it may be the result that fish men in Omni behavior themselves from over fishing due to a rising awareness of the preservation environment although no direct ban on fishing is established. Failing to provide evidence that prove the causation between ban on dumping and off shore oil drilling and regardless of those forgoing possibilities, the author cannot say the strategy in Omni is successful.

Granted that the policy in Omni does contribute to the environment protection, differences between Tria Island and Omni should not be neglected otherwise different or even opposite result may come. For example, the largest threats in the two districts may differ from each other. It is entirely possible that the deleterious environment in Omni threatens the marine lives most, while the problem in Tria is over fishing. In such cases the solutions succeeded in Omni are obviously inadequate for Tria's problems. Also it may be entirely possible that the lives in Omni and Tria are different. Unlike the fish in Omni, the marine mammals that marine sanctuary on Tria Island tends to protect may not be sensitive to abysmal environment as those do in Omni. So the best solutions to the survival of those mammals are to ban on fishing.

In summary, the speaker incorrectly compares the conditions between Omni and Trial regardless of the potential differences between them. Also he overlooks other possibilities which may also contribute to the preservation of the marine lives in Omni. To strengthen his recommendation, the author should modify all these flaws mentioned above through further investigation.
