I.The survey lacks many details: number of people? professions of people? Taking more work home does not mean working more at home than at office. The sales are not impressive does not mean they are not profitable or stable. So the premises are groundless.
II.Further surveys must be delivered before all stores commence changes. Eg: regional difference on working place and habits. Besides, there is no causal relation between increasing supplies and promoting sales, higher supplies need cost more.
III.Even though the prerequisites and management decisions are supported by further information, it is not neccessarily that the departments become the most profitable, many other factors count. The conditions of other departments are missing too.
