It is impossible for an effective political leader to tell the truth at all the time. Complete honest is not a virtue for a politician.

To be an effective leader, the requisite is to be honest. However, an effective leader must be sagacious and shrewdness in the politic games which enable him to win the election and then manage the government effectively. In this sense, I fundamentally agree with the speaker with some reservation that honesty is definitively a virtue for an effective politician, although a leader may not be honest at all time,

To begin with, a politician always uses strategies to compete with his opponent in the election, so as to win the vote and inaugurate as a leader. The desire to be a leader and the competence make them try every means to get more votes. All the strategies are used including lies which can be compared to be politic blandishments. In the process of election, the leader using their shrewd head to make people believe them in the way that they do not compete to tell people the truth, but to make their lies seems to be true. Politicians, who have that strategy, will have more chances to win the vote, and it is the first step of to be an effective leader, which is to make people believe him.

Secondly, the job of a political leader is to build, maintain and expand the wealth, prosperity and political influence in his nation, which is an effective leader’s primary concern. These goals often require them not to be honest, but sagacious, shrewdness in his management. Every government has its secrecies, especially some information that concerns the nation's security, the stability of the society and the benefits of the nation. For example, Roosevelt conducted researches on the atomic bomb secretly, which precipitate in the Word War Two. Imagine that if he told people about that, the research may not be completed because of the opposition in and outside the nation, then there is no stop of World War Two. Honesty to him at that period is infeasible, but renders him completely ineffective at his job. People may guess that nowadays, many countries in the world may also conduct the researches on the nuclear weapons, the purpose of which is to keep balance military strength between these countries, but the political leader always deny the guess so as to protect his people. In a word, an effective leader should consider many factors when he makes the choice between integrity and lies.

Admittedly, the most important quality of an effective leader is integrity, which makes the people believe him and espouse him. Honesty is the fundamental character of a good person, and people take granted that the political leader should have higher ethic code and values. A leader may lose his base to lead the country not to mention effectiveness, if his lies are disclosed. For example, the scandal of Water Gate makes Nixon lost his credibility among the people, because he lay to people on these matters that should be open out to the public. Although it is easy to say than to do for a politician, he should keep honest for most of the time in the long run. In this sense, a leader who gains people’s trust though his honesty may help him achieve to be effective in the long run.

To sum up, honesty is an important virtue to everybody, especially to the political leader. However, under some circumstances, the leader should be strategic and dishonest in order to be effective in his management.
