Firstly, for a society, there are always some people cannot live on their own, which may last until the end of the society.  Many factors, such as chronic disease, disability, lack of basic skills, or even sloth, may be responsible for the living problems.  As there exist increasingly competitions in society, a small part of people without abilities have to be the lowest class of the society, worrying about tomorrow.  This is the common problem that every society faced with, and till now, it has not been worked out.  Take China as an instance, although by means of opening and reform policy, the coastal areas of China have been developing flourishingly, the western-north part, accounts for the ninety percent of the total area of China, is still trapped in poverty.  Even in the United States, the super nation in the world, cannot assure that no citizens is tangled with the problem of survival.  Therefore, as some people are destined to live in the lowest class of the society with the serious living problem, it is unwise not to support the arts just because of those minorities.

Then, some people may argue why we need to support arts, and I retort that arts may bring us a new outlook of our lives.  To begin with, we learn to understand cultures through arts.  Work of Gone with the Wind shows us a clear picture of American women with strong will during the Civil War; Beijing Opera leads us to Chinese traditional cultural; Painting of the Last Dinner demonstrate the thoughts of painters in the Cultural Innovation.  Secondly, arts provide us with imagination, which is emphasizes in contemporary world.  Harry Potter, written by JK Rowling, bringing us a world full of magic, are becoming widely popular with children and adults all over the world; science fictions, full of original thoughts and innovation, surprised more and more people in the past and nowadays, even gave some inspirations to scientists in their experiments.  Last but not least, arts always relax us, especially in this quick-pace world.  After one-week hard work, if we went to a theatre or a cinema, we may be absorbed in the episode so as to forget the pressure and burdens.  We are enjoy arts every day, and without it, our life might be much more terrible now; thus, it is necessary to invest in arts.

Finally, arts can also help allocate money for those who live not well.  People who need help have not been forgotten, and the public is always holding activities to allocate money for them, especially in recent years.  Pop song singers, getting together in some stadiums, claim that all of the income from the tickets will be used for the public services; famous painters sells their paintings and dedicate all the money to the children who are not able to have education in rural areas; writers, poetries, always publish some articles in newspaper and magazines to call for public attentions to those who need help.  Indeed, arts do help support people to some extent.

All in all, public investments in arts is not as the same thing that may occupy the money which should be used to help the people in poor situation; on the contrary, by some propaganda of some distinguished artists and artworks, we allocate part of funds to help them.  Furthermore, we are enjoying our lives everyday by arts.

我觉得你对照他的每个题目的讲解看一下挺好的。

倒数第2段：TS：投资艺术对帮助贫困人口也有帮助。1）某些艺术的内容可以使人们更关注贫困人口，比如某些歌词。2）艺术的某些形式可以直接为贫困人口募捐。（就是你写的那些）
3）艺术可以减轻贫困人们精神上的痛苦。比如送歌下乡运动。呵呵

感觉这样的艺术有点脱离艺术的本质。不过从艺术的社会价值来看，这些可以看作我们提倡的事情，而不是一定要做的。这样就好接受一些。：）
