The writer believed that all nations should help support the development of a global university for the world's most persistent social problems. In my personal opinion, university as an advanced educational institution should be based on the national public civilization, and thus education should not only engage students in the process of global problems but also in some fields as music or arts. College should educate students by their aptitude in different subjects. My reasons are as follows:

Firstly, the purpose of founding a university is for the promotion of human life. And not only do human have to face the persistent social problems, we are desire for a better quality of life which contents the inside. People do have to request a civilized living condition. On one hand, enough supply is commanded for basic living standard. Yes, one have to eat to live, but that fact doesn’t means one are people also have to live to eat. On another hand, we as human have the request of spirit command. Beside the thirsty of body, we have the desire of feeding our mind. Hard to image when a whole nation force their young focus on one substance without any cultural training. Further more, it is percipient that some of those social problems such as drug addiction and STD (sexually transmitted disease) are partly caused by the lack of self-restraint which should be the responsibility of public education.   

Secondly, different nation has different problems; it is not wise to force all nations to develop global university. For example, the poverty in African should be caused mainly for the low productive provision. While in Japan, the lack of infield should be the main cause. The formal place should focus on raising their productivity in low cost, and the later country should pay their attention on the most effective way to reduce the import custom. In brief, though difference nation might suffer the same global social problems in sufferance, their have different cause inside and should be settled in different methods.  

Thirdly, different students have different gift, it is a kind of waste if every student has to stick on the same problems. It is evitable that human are born with different nature, someone has gift in sports while others might be professional in calculations. In order to let each coin count, Education should be classified and designed by different characters of its object, not by one or two certain target. If Van. Gogh lived in nowadays, under the writer's belief, the famous painter might have to work in the anti-terrify affairs as the most persistent social problems!     

Admittedly, the persistent social problems have complex cause and if they can be solved with national cooperation, it might be more effective. However, university is a place where adults got their advanced education. On one hand, people can choice one specific question to settle as an attempt for part of the social problems. On another hand, there are other institutions for those global tasks. For example, the bird flu can be researched in different labs under the organization of W.H.O. People try to struggle the Asian poverty by international conference---APEK. Generally speaking, the global tasks would be more effective to solve under the intervention of different governments. Hard to image the global university can have such force on effect.         

In sum,  the development of a global university should not be promoted as solving the world's most persistent social problems is not the target of university, but the target of the whole nation. Plus, university is an advanced educational place for a country, based on the national public civilization, and it educate students by their aptitude in different subjects.

So, the suggestion of building a global university designed to engage students in the process of solving the persistent social problems is very meaningful and should be supported by all the nations in the world.

However, in my view any such concerns are unwarranted, especially considering the growing awareness of other peoples and cultures, which the mass media, and especially the Internet, have created. Moreover, many basic principles used to solve enduring social problems know no national boundaries; thus a useful insight or discovery can come from a researcher or student from any nation.

Another compelling argument for a global university involves the increasingly global nature of certain problems. Consider, for instance, the depletion of atmospheric ozone, which has warned the Earth to the point that it threatens the very survival of the human species. Also, we are now learning that clear-cutting the world's rainforests can set into motion a chain of animal extinction that threatens the delicate balance upon which all animals--including humans--depend. Also consider that a financial crisis---or a political crisis or natural disaster in one country can spell trouble for foreign companies, many of which are now multinational in that they rely on the labor forces, equipment, and raw materials of other nations. Environmental, economic, and political problems such as these all carry grave social consequences--increased crime, unemployment, insurrection, hunger, and so forth. Solving these problems requires global cooperation--which a global university can facilitate.

Notwithstanding the foregoing reasons why a global university would help solve many of our most pressing social problems, the establishment of such a university poses certain problems of its own, which must be addressed in order that the university can achieve its objectives. 专门一段让步

First, participant nations would need to overcome a myriad of administrative and political impediments. All nations would need to agree on which problems demand the university's attention and resources, which areas of academic research are worthwhile, as well as agreeing on policies and procedures for making, enforcing, and amending these decisions. While this is not reason enough not to establish a global university, it nevertheless is a concern that university administrators and participant nations must be aware of in allocating resources and intellectual talent.

To sum up, given the increasingly global nature or the world's social problems, and the escalating costs of addressing these problems, a global university makes good sense. And, since all nations would have a common interest in seeing this endeavor succeed, my intuition is that participating nations would be able to overcome whatever procedural and political obstacles that might stand in the way of success. As long as each nation is careful not to neglect its own unique social problems, and as long as the university's administrators are careful to remain open-minded about the legitimacy and potential value of various avenues of intellectual inquiry and research, a global university might go along way toward solving many of the world's pressing social problems.

重点还是说说提纲的问题哈，其实你把global university 当一般大学讨论时可以的，但是最好最为题目的延伸。而题目的意思呢，global这个词不仅仅是限制词了，更重要的是它有一种含义：就是建立在global university就是要解决问题而不是去强调教育的前提下。所以这时你过分强调global university要重视教育就已经违反了这个前提了。比如那个重点提纲就不错，它的每段论点往往就不是从教育入手，而是从世界性为题和global university的关系入手
