Issue43
To be an effective leader, a public official must maintain the highest ethical and moral standards.
一位政府官员要想成为一位有效力的领导者，就必须保持最高的伦理和道德修养。

提纲：
1 首先，高尚的道德和伦理标准可以使领导者赢得人民的信任。
2一个领导者他也有人性的一面，他的行为未必是完美的，但是这并不代表他不能成为一个成功的领导者。
3.一个成功的领导者还应该具备其它方面的特征

When mentioning about the quality a leader should have, it always arouse much controversial. Some may consider the high ethical and moral standards the most important one as the statement presented. However, as far as I am concerned, an effective leader not only needs this quality, but also other talents, such as creativity, insight, managing ability, and so forth.

To begin with, higher ethical and moral standards than ordinary people help leaders earning publics' trust and belief. Since the moral regulations in leader's mind affect him in positive way to avoid those corruptions and abusing authority, he gives the mass nice impression of him. As a result, people would like to follow him and his instructions on policy, and the leader can always receive citizens' support in every situation. The famous leader of freedom for Africa people Martin Luther King is a good illustration. His perfect reputation of contributing for freedom leaves long-lasing influence in the history and the society.

However, no one is as perfect as God. A leader is also a human being that cannot avoid mistakes and sins. The point is how he worked in his whole life of leading career. As the Bible told, human beings are always lured and tricked by evil with ease, just like Adam and his wife Eve cannot help eating the forbidden fruit in the garden in Eden. A leader cannot escape from all false either. He may once get cold feet at the battlefront, or he may once neglect the morality by encouraging the production of modern weapons, but he may still be an effective leader because of his incomparable achievement and contribution for his nation and the whole world. We cannot judge a leader only by his wrong deeds, but all his deeds.

Moreover, an effective leader should also require some other talents, such as creativity, managing ability, courage, and so forth. Only maintaining high ethical and moral standards is not enough to be an effective leader. As we know, Bill Gates, the CEO of Microsoft Company, found his computer company and then became the richest man in the word relying on his creativity. Deng Xiaoping, the political leader of China, is regarded as the major designer of the Reform and Opening to the outside world policy because of his courage to change. All these examples prove that there are numerous kinds of qualities a leader should maintain.   

From above, we may draw a conclusion that high ethical and moral standards are necessary for a leader to be effective. Some other talents such as creativity and courage, however, are also indispensable.

"Tradition and modernization are incompatible. One must choose between them."
传统和现代化是不相容的。人们必须在二者之间做出选择。

传统和现代化是可以并存的，并且相互促进。
1.在一定程度上现在化改变了我们的生活，很多传统在现代化的进程中受到影响，甚至消失了；比如那写具有传统意味的老建筑在城市现代化发展中被拆除了。
2.但是传统和现代化是可以并存的。一方面，有些传统是一代一代传承下来了，已经深入人心，无法被现代化所改变；另一方面，传统也无法阻碍现代化的发展，因为科技的进步是顺应历史潮流，无法改变，无法阻挡的。
3.更深地，传统其实和现代化是相辅相成互相促进的。一方面，好的传统促进了社会发展，现代化进程，例如中华民族艰苦奋斗的优良传统促进了我国社会主义建设，促进了现代化。另一方面，现代化让人们更加了解到传统的重要性，利用现代化科技更好的保护传统。例如利用新技术对代表传统的名胜古迹进行修复。

With the progress of the society, modernization is the mainstream of the world. It seems that tradition is diminished by modernization and these two are incompatible. However, as I am concerned, tradition and modernization are coexisted and always influence and develop each other.

We cannot deny that to some extent traditions are affected by the process of the modernization, even that some of them are disappeared by it. People's life style, habits, customs and so forth are changed by this trend of modernization. Those old traditions play less important role in the society than before. For instance, the modern buildings supercede numerous old traditional houses, and many traditional working methods changed to advance technologies.

However, traditions and modernization can exist together in this world with no doubt. On one hand, some of traditions are rooted in people's heart that can hardly removed by the modernization. It is their religious custom that cannot be changed. In some areas of Islam, women are still wearing cloths which covering their faces though those countries had become much more modern than before. Other traditions, such as the respecting the old and taking care of kids in China, which that are handed down from generation to generation in a society, are still meaningful in this modern society. Therefore people would like to keep and develop them, and these traditions will never be disappeared. One the other hand, the old traditions cannot stem the tendency of the modernization, for it is the destiny of the history and society. Nothing can stop the steps of process of modernization, neither can the traditions. Those brave clerisy and students in the Movement in 1919 in China are illustrations to prove that the science of modernization is the progress of history that nothing can conquer it. They hold this belief regardless difficulties, failures and death to against bad traditions and build a whole new society of China.

Moreover, traditions and modernization are not only completely against each other, they also affect positively in many aspects. It is ordinary that many traditions propel the process of modernization. For example, the Chinese hard endeavor tradition exerts profound effect on the development of the society.  And the traditional politeness helps building a harmonious society for everyone. Besides, modernization also provides much more conditions for generating traditions. The newly advanced modern technologies protect those traditional cultures that can be easily diminished by the time. Videos can record old traditional music and operas and publicize them to the whole world. Machines and computers can save the traditional method of making special handcrafts. The examples are myriad that cannot be illustrated one by one， but the significance of modernization can hardly be neglected.

From above we can conclude that tradition and modernization are not incompatible, to the contrast, they are coexisted and always influence each other.
